Türkiye’de Kamu İhale Kanunu Çerçevesinde Yerel Yönetimler için Elektrikli Otobüs Alımı

Öz

Dünya Sağlık Örgütü verilerine göre, hava kirliliği dünyanın en büyük sorunları arasında değerlendirilmektedir. Bu durum hem küresel hem de yerel ölçekte birtakım kısıtlayıcı yeni düzenlemelere zemin hazırlamaktadır. Özellikle küresel ölçekte, ilgili yönetimler tarafından şehirleri daha yaşanabilir hale getirmek için ulaşım konseptlerine dair birtakım önceliklendirmeler yapılmakta, mevcut ulaşım stratejileri ise gözden geçirilmektedir. Bu minvalde orta ve uzun vadeli sürdürülebilir sistemleri baz alan, yeni planlamalar ortaya konulmaktadır.
Türkiye için özellikle yerel yönetimler nezdinde ulaşım kaynaklı emisyonların kontrol edilmesi ve de azaltımı için ülke ölçeğinde politikalarla desteklenen toplu ulaşım ana stratejisinin oluşturulması gerektiği değerlendirilmektedir. Söz konusu politikaların, tercih edilen ulaşım konseptlerinin tedarikinden, işletimine kadar yer alan geniş kulvarda, geleneksel yöntemlerden farklı olarak, yenilikçi yaklaşımların sunulmasını gerekli kılmaktadır. Bu çalışmada toplu ulaşım sistemleri için elektrikli otobüs tedarikine yönelik farklı iş modelleri, Türkiye için yürürlükte bulunan Kamu İhale Kanunu mevzuatı çerçevesinde değerlendirilmiştir. Özellikle kamu toplu ulaşım otorite ve işletmeleri için farkındalık sağlaması adına elektrikli otobüslerin tedarikine özel, rekabetçiliği esas alan bir ihale modeli ortaya konulmuştur.
