The problem of low level employment in Turkey is indeed the problem of low level female employment. Not only economic factors but also social and cultural multidimensional factors affect the female labour supply and demand and are decisive on this situation. Gender based division of labour and gender roles in the society are preventing women from participating in the labour market. On the other side the demand for female labour is low and due to the gender based occupational segregation the jobs offered to women which are few in number with difficult conditions and low wage make employment unattractive for women. Besides these general features there are huge differences in employment situation of women in different regions of Turkey. In underdeveloped regions the labour force participation of urban women is almost impossible. Therefore the policies developed for promoting female employment should be tailored according to the needs of women in these regions. Supporting women to have equal opportunities with men and find access to decent waged work should also be the aim of public polices
