In this study, the programme of unemployment insurance in Turkey will be examined which has been in practice according to the “Unemployment Insurance Act” no. 4447. Today, the unemployment insurance system, which had already been in practice in all the European and OECD countries, is covered by Turkish Social Security System although it was delayed. Not all of the unemployed is within the coverage of the unemployment insurance. As in general application, those who are becoming unemployed out of their own will can benefit from unemployment insurance in Turkey, too. The first job seekers, public servants, self-employed, voluntarily leavers, and those dismissed due to their own inappropriate behaviors will not be in the coverage of the unemployment insurance. In this study, unemployment insurance programme is analyzed in the context of its coverage and the benefits it provides. Besides, the conditions for the use of the benefits are discussed within the framework of the legislation and the challenges faced in practice after the approval of Act no. 4447 evaluated under the light of the new regulations
