The XIXth century was a period of drastic changes and transformations for structure
urban and society of the Ottoman Empire. During this era, the political élite understood that
the state and society needed to modernize itself and they tried for it. In this study, child
beggars in the modernization process will reveal how they expresses a serious social problem
for the Ottomans. The measures taken by the Ottoman administration to prevent social
abuses related to beggars and to face the needs of child beggars and to reintegrate them into
the society will be studied as well.
