Öz

The concept of governance has become a current issue after the crises of Public Management School in the late 1980’s It has first been posed by World Bank at 1989 as a solution to the crises Governance literature has developed very quickly and in a very short time it has influenced the restructuration process of the state The most important renewal of the governance model is it has replaced the Public Management School’s approach of the “minimal state” with the “regulatory state” approach This approach provided the state to make effective arrangements in order to support the operation of the free market instead of reducing the state intervention The second renewal of the governance is it has brought a new participation model to the decision making process that takes private sector agents and non governmental organizations as the partners of the sate in decision making process instead of fixing state as the sole decision maker This new participatory and pluralistic administration approach has become the hegemo nic administration model and it has reformed not only the state but also the approach to social politics the perception of the democracy the culture of participation and many other areas Keywords: governance public management neoliberalism civil society

Öz

Yönetişim kavramı kamu yönetimi disiplininde 1980’lerin hakim paradigması olan Kamu İşletmeciliği Okulu’nun 1980’lerin sonlarından itibaren içine girdiği krize çözüm olarak ortaya çıkmıştır İlk kez 1989’da Dünya Bankası’nca ortaya atılan ve kuramsal dayanakları kurulan yönetişim kavramı kısa sürede devletin yeniden yapı landırılması süreçlerine damgasını vurmaya başlamıştır Yönetişim modelinin getirdiği ilk önemli yenilik kamu işletmeciliğinin “minimal devlet” anlayışını “düzenleyici dev let” anlayışı doğrultusunda geliştirmek olmuştur Böylece devletin küçültülmesi anla yışı yerine devletin piyasaların etkin bir biçimde işletilebilmesi için etkin düzenlemeler yapması vurgusu öne çıkmaya başlamıştır Yönetişimin ikinci önemli yeniliği de dev letin tek karar verici olduğu bir yönetim anlayışı yerine karar alma süreçlerine devlet yanı sıra özel sektör ve sivil toplumun da katıldığı daha katılımcı bir yönetim anlayı şının geliştirilmesidir Nitekim yönetişimin kısa sürede hegemonik hale gelmesiyle beraber devlet modelinden demokrasi anlayışına sosyal politikalardan girişimcilik kül türüne pek çok alanda önemli reformlar uygulamaya geçirilmeye başlanmıştır Anahtar kelimeler: yönetişim kamu işletmeciliği neoliberalizm sivil toplum
