The Houthi Attacks on Shipping: Commercial and Environmental Maritime Safety Considerations

Öz

Although attacks on shipping has a long history due to its pivotal roel, the Houthi attacks on shipping in the Gulf of Aden, Bab-el-Mandeb Strait and the Red Sea have endangered crews, damaged regional security, impeded international humanitarian relief efforts, threatened freedom of navigation, and increased the cost and transit times for commercial shipping.Like the Malacca Strait and Somali Piracy attacks earlier, these attacks are strategically located at 2 of 5 major world shipping trade bottlenecks. Occurring adjacent to the piracy infested Somali coastline and when shipping and world trade was just recovering from Somali piracy and COVID-19, the outbreaks threaten severe effects on international commerce, underwater cables, oil and gas pipelines, navigational safety and the marine environment.This article assesses those effects, recommends a coordinated international response and concludes that, in the current volatile security environment in the region, left unchecked, the attacks could lead to unintended consequences.

Husi Saldırıları ve Deniz Taşımacılığı: Ticari ve Çevresel Deniz Emniyetine İlişkin Değerlendirmeler

Öz

Deniz taşımacılığı, sahip olduğu hayati rol nedeniyle tarih boyunca çeşitli saldırılara maruz kalmış olmakla birlikte, Husiler tarafından Aden Körfezi, Babülmendep Boğazı ve Kızıldeniz’de gerçekleştirilen saldırılar; gemi mürettebatının güvenliğini tehlikeye atmakta, bölgesel güvenliği zedelemekte, uluslararası insani yardım faaliyetlerini sekteye uğratmakta, seyrüsefer serbestisini tehdit etmekte ve ticari taşımacılıkta maliyetleri ile transit sürelerini artırmaktadır. Malakka Boğazı ve Somali korsanlığı saldırılarında olduğu gibi, bu saldırıların da dünya deniz ticaretindeki beş önemli darboğazdan ikisinde gerçekleşmesi, stratejik önemini artırmaktadır. Somali kıyılarındaki korsanlık faaliyetlerinin yoğun olduğu bir bölgede ve dünya ticaretinin Somali korsanlığı ile COVID-19’un olumsuz etkilerinden yeni yeni toparlanmaya başladığı bir dönemde gerçekleşen bu saldırılar; uluslararası ticaret, denizaltı kabloları, petrol ve doğalgaz boru hatları, seyrüsefer güvenliği ve deniz çevresi üzerinde ciddi olumsuz sonuçlar doğurma potansiyeline sahiptir. Bu makalede söz konusu etkiler değerlendirilecek, uluslararası koordineli bir tepkinin gerekliliği ortaya konacak ve bölgedeki mevcut istikrarsız güvenlik ortamında bu saldırıların kontrol altına alınmaması halinde istenmeyen sonuçlara yol açabileceği sonucuna varılacaktır.
