Öz

20. yüzyılın ikinci yarısında eşit aktörler arasında hiyerarşik olmayan diyaloğa yaptığı vurguyla yeni bir ortaklık formu olarak ortaya çıkan Güney-Güney İşbirliği, uluslararası işbirliğinin değişen dinamiklerini anlamak için geniş bir çerçeve sunmaktadır. Bu çalışma, Güney-Güney İşbirliği’nin tarihsel gelişimini Bağlantısızlar Hareketi çerçevesinde ele almaktadır. 1960’larda başlayan Bağlantısızlar zirvelerini kronolojik sırayla inceleyerek, Küresel Güney kavramının ortaya çıkışının ve Güney-Güney İşbirliği’nin gelişiminin izlerini sürmektedir. Bağlantısızlar’ın destek verdikleri merkezlerin ve komitelerin çalışmalarının çıktılarını özetleyen zirve bildirgeleri, Birleşmiş Milletler BM sistemi içinde geliştirilecek olan Güney-Güney İşbirliği’nin kavramsal ve ideolojik temellerinin oluşumuna katkıda bulunmuştur. Çalışma, bu katkının ötesinde Bağlantısızlar’ın, ekonomik boyutuna vurguyla Güney-Güney İşbirliği’nin geliştirilmesini iki kutuplu sistemin ortadan kalkmasının ardından bir varlık sebebi olarak benimsediklerini ortaya koymaktadır

THE IDEOLOGICAL BASES OF SOUTH-SOUTH COOPERATION: THE NON-ALIGNED MOVEMENT AND THE GLOBAL SOUTH

Öz

South- South Cooperation SSC which emerged as a novel partnership form during the second half of the 20th century with an emphasis on mutual and non-hierarchical dialogue between equal actors, provides a broad framework to understand the changing dynamics of international cooperation. This paper analyses the evolution of SSC within the framework of Non-Aligned Movement NAM . By examining NAM summit meetings since the 1960s, it traces the conceptual emergence of the Global South and the clues for the development of SSC. The summit declarations summarizing the output of the efforts of centers and commitees supported by NAM have contributed to the formation of the conceptual and ideological bases for SSC which were further elaborated within the United Nations UN system. The paper reveals that beyond this contribution, NAM has implicitly adopted the improvement of SSC with an emphasis on its economic dimension as a purpose of existence, following the extinction of the bipolar world system
