A Stop on the Way to Absolute Monarchy: Restructuring of the Habsburg Karlovac Generalship (1741-1748)

Öz

The European powers of 18th century wished to establish a central governing (power) structure on all their domains by subjecting their administrations (authorities) and communities to reformation according to the thoughts and ideas put forth by the Enlightenment. In this context, from the 1730s the Habsburg Monarchy accelerated the restructuring process of the Military Border Frontier under its rule in order to have a centralistic and absolutistic administrative (governing) structure. The change of the region spatially after the Ottoman-Habsburg war (1683-1699) and the decline in the Ottoman raids prominently caused the Monarchy to lay additional burdens on the region. The monarchy, with the help of its several reform initiatives, wanted to turn the Military Border Region into a source that could supply soldiers during its wars in Europe. On one hand, this made the Military Border Region as a whole be a part of the Habsburg regular army, on the other hand enabled it to turn into a professional army. From this point of view, the aim of this article is to handle (discuss)the reforms made between 1747-1748 by the duke of Saxonia-Hildburshausen, Joseph Friedrich in the Karlovac Generalship, which was a part of the Military Border Region.

Mutlak Monarşi Yolunda Bir Durak: Habsburg Karlovac Generalliği’nin Yeniden Yapılandırılması (1741-1748)

XVIII. yüzyıl, tarihsel koşulardan ve yaşanmış gerçeklikten soyutlanarak yeni bir siyasal gerçekliğin yaşandığı ve modern bürokratik devlet sisteminin gözle görülebilir bir biçim almaya XVIII. yüzyıl, tarihsel koşullardan ayrı olarak ve çağdaş devletlerin güç/çıkar mücadelesi bağlamında yeni bir siyasal gerçekliğin yaşandığı ve modern bürokratik devlet sisteminin gözle görülebilir bir biçim almaya başladığı bir dönemdir. Dönemin Avrupa güçleri Aydınlanma Çağı’nın ortaya koyduğu düşünce ve fikirlere uygun olarak idarelerini ve toplumlarını reforma tabi tutarak, hâkimiyetleri altındaki toprakların tamamında merkezî bir iktidar yapısı oluşturmak istemişlerdir. Bu bağlamda 1730’lardan itibaren Habsburg Monarşisi, merkeziyetçi ve mutlakiyetçi bir idari yapıya sahip olmak için kendi yönetimi altında bulunan Askeri Sınır Bölgesi’ni yeniden yapılandırma sürecini hızlandırmıştır. Bölgenin 1683-1699 Osmanlı-Habsburg savaşından sonra mekânsal olarak değişimi ve Osmanlı akınlarının belirgin bir biçimde azalması, kendisine Monarşi tarafından ek sorumluluklar yüklemesine sebep olmuştur. Monarşi, yaptığı birçok reform girişimi ile Askeri Sınır Bölgesi’ni Avrupa’daki savaşlarında asker sağlayabileceği bir kaynağa dönüştürmek istemiştir. Bu ise Askeri Sınır Bölgesi’nin tamamının, ilerleyen süreçte bir yandan Habsburg daimi ordusunun bir parçası olmasını sağlarken diğer yandan profesyonel bir orduya dönüşmesine imkân vermiştir. Bu araştırmanın amacı, Askeri Sınır Bölgesi’nin bir parçası olan Karlovac Generalliği’nde Saksonya-Hildburghausen Dükü Joseph Friedrich tarafından 1747-1748 tarih aralığında yapılan reformları ele alınacaktır.
