Innovation and Hospital Information Systems

Abstract

Innovation is generally defined as the implementation of better solutions that meet new requirements, unarticulated needs, or existing market needs. Innovation processes involve the exploration and exploitation of opportunities for new or improved products, processes, or services based on advances in technical application (know-how), changes in market demand, or a combination of both. The Hospital Information System (HIS) is a system with the potential to reduce medical errors, provide decision support to hospital administrators, lower costs while optimizing revenues, and satisfy patients and employees. The objective of HIS is to provide optimal support for patient care and management through electronic data processing. Hospital services are needed both urgently and daily, and within this framework, HIS plays a very important role. One of the fundamental conditions for institutions to compete and sustain their existence is to establish an innovation-focused corporate culture. Institutions continue to operate in their market as long as they innovate, create differences, and sustain these innovations. In this context, this study was conducted to address the problem statement of "What are the developments experienced in HIS within the framework of innovation?" Within this framework, the concepts of innovation and HIS have been explained, and the problems encountered along with solution proposals have been examined. Additionally, a Strengths-Weaknesses-Opportunities-Threats (SWOT) analysis of HIS has been conducted. This study is expected to guide efforts related to the establishment and/or development of HIS through innovation initiatives.

İnovasyon ve Hastane Bilgi Sistemleri

Öz

İnovasyon, genellikle yeni gereksinimleri, karşılanmamış ihtiyaçları veya mevcut pazar ihtiyaçlarını karşılayan daha iyi çözümlerin uygulanması olarak tanımlanmaktadır. İnovasyon süreçleri ise, teknik uygulamada (know-how) bir ilerlemeye, pazar talebindeki bir değişikliğe ya da bunların ikisinin birleşimine dayalı olarak yeni veya geliştirilmiş bir ürün, süreç veya hizmet için fırsatların araştırılmasını ve kullanılmasını içermektedir. Hastane bilgi sistemi (HBS), tıbbi hataları azaltacak, hastane yöneticilerine karar desteği verecek, maliyetleri düşürürken gelirleri optimize edecek, hasta ve çalışanları memnun etme potansiyeli olan bir sistemdir. HBS’nin amacı, elektronik veri işleme yoluyla hasta bakımı ve yönetimine mümkün olan en iyi desteği sağlamaktır. Hastane hizmetlerine acil ve günlük olarak ihtiyaç duyulmaktadır ve bu çerçevede HBS çok önemli bir rol oynamaktadır. Kurumların rekabet edebilmeleri ve varlıklarını devam ettirebilmelerinin temel şartlarından biri inovasyon odaklı kurum kültürü oluşturmalarıdır. Kurumlar inovasyon yaptıkları ve farklılık oluşturdukları ve bu yenilikleri sürdürebildikleri sürece var oldukları piyasada faaliyet göstermeye devam ederler. Bu bağlamda, bu çalışma “inovasyon çerçevesinde HBS’de yaşanan gelişmeler nelerdir?” ana sorusu bağlamında gerçekleştirilmiştir. Bu çerçevede, inovasyon ve HBS kavramları açıklanmış ve yaşanan sorunlar ve çözüm önerileri irdelenmiştir. Ayrıca HBS’nin Güçlü Yönler-Zayıf Yönler-Fırsatlar-Tehditler (GZFT) analizi gerçekleştirilmiştir. Bu çalışmanın, inovasyon girişimleri ile HBS’lerin kurulması ve/veya geliştirilmesi hususlarında yapılacak olan yeni çalışmalara yol gösterici olması beklenmektedir.
