İş Sağlığı ve Güvenliğinde “Ramak Kala” Terimi Üzerine Değerlendirme

Öz

İş sağlığı ve güvenliğinin en temel amacı iş kazaları ve meslek hastalıklarını önlemek olup tüm dünyada yapılan bilimsel ve hukuki çalışmalar bu amaç doğrultusundadır. Yapılan işe bağlı olarak ortaya çıkan risk ve tehlikelerin kontrol altına alınması iş kazalarının önlenmesi için en büyük unsurdur. İş kazalarının önlenmesi ve gerçekleşebilme potansiyellerinin araştırılmasındaki en büyük gösterge olan ramak kala olayların ne olduğu bilinmelidir. İş sağlığı ve güvenliği literatürü içerisinde “ramak kala” terimi ile ilgili yapılan çalışmalar yetersiz kalmaktadır. Bu nedenle çalışmada amaç, “ramak, kalan, ramak kala, kaza, iş kazası, büyük kaza, büyük ramak kala, olay” terimlerinin kökenleri ve tanımları ile incelenerek terimler arasındaki semiyolojik ve etimolojik ilişkinin iş sağlığı ve güvenliği açısından hangi aşamada kullanılmaya başlandığını net şekilde ortaya koyabilmektir. İncelenen terimlerin Türkçe kökenleri Etimoloji Türkçe ve Türk Dil Kurumu Sözlüğü’nden, İngilizce kökenleri ise Online Etymology Dictionary’den alınmıştır. Terimlerin birbiri ile ilişkileri ortaya konulduktan sonra iş sağlığı ve güvenliği alanında bu terimlerin kullanılarak “ramak kala” teriminin literatürün temelini oluşturduğu bu alanda yapılan bilimsel çalışmalardaki terimler ile ortaya konulmuştur. Çalışma sonucunda, iş sağlığı ve güvenliğinde yer alan ramak kala teriminin anlamı daha net ortaya çıkmıştır.

An Evaluation on The Term “Near Miss” in Occupational Health and Safety

Öz

The main purpose of occupational health and safety is to prevent work accidents and occupational diseases, and scientific and legal studies conducted all over the world are in line with this purpose. Controlling the risks and hazards arising from the work done is the most important factor for the prevention of occupational accidents. It should be known what the near misses are, which is the biggest indicator in the prevention of occupational accidents and the investigation of their potential to occur. Studies on “near miss” are insufficient in the occupational health and safety literature. For this reason, the aim of the study is to examine the origins and definitions of the terms "near, miss, near miss, accident, work accident, major accident, majör nearmiss, incident" and at what stage the semiological and etymological relationship between the terms has started to be used in terms of occupational health and safety. to present it clearly. The Turkish origins of the examined terms were taken from the Etymology Turkish and Turkish Language Association Dictionary, and their English origins were taken from the Online Etymology Dictionary. After revealing the relations of the terms with each other, these terms are used in the field of occupational health and safety, and the term "near miss" forms the basis of the literature, and the terms in the scientific studies in this field are revealed. As a result of the study, the meaning of the term near miss in occupational health and safety has emerged more clearly.
