This study aims to identify and analyze determinant factors in the community empowerment model through the P4GN Program (Prevention, Eradication, Abuse, and Illicit Circulation of Drugs) as an effort to realize a Cimahi City that is responsive to drug threats. The P4GN program is a strategic initiative designed to tackle the increasingly complex drug problem through a comprehensive approach, involving aspects of prevention, eradication, rehabilitation, and education. This study uses a qualitative approach with a case study method in Cimahi City, which involves in-depth interviews, observations, and document analysis to collect data. The results of the study show that the success of the P4GN Program is greatly influenced by several key factors, including the level of active community participation, the effectiveness of anti-drug cadre training, and the success of cross-sector collaboration between the government, law enforcement officials, and non-governmental organizations. This study emphasizes that the community empowerment model is a crucial determinant factor in the success of the P4GN Program. By maximizing the potential of the community in efforts to prevent and eradicate drugs, Cimahi City can become a more responsive, proactive, and resilient city to drug threats
