Akdeniz Tarımında Çevresel Performans ve Kirlilik Seviyelerinin Değerlendirilmesi: Bölgesel Bir Çalışma

Öz

Bu çalışma, 2000–2024 dönemini kapsayan süreçte Akdeniz Havzası ülkelerindeki tarımsal üretimin çevresel etkinliğini Parametrik çerçevesinde incelemektedir. Çevresel etkinliği, kirliliği minimize ederken tarımsal çıktıyı sürdürme kapasitesi olarak tanımlayan araştırma; CO₂ emisyonları, pestisit kullanımı ve partikül madde konsantrasyonları gibi 'istenmeyen çıktıları' da analize dahil etmektedir. Cobb-Douglas fonksiyonel formu ve Düzeltilmiş En Küçük Kareler (COLS) yöntemiyle tahmin edilen üretim sınırı, bölge genelinde belirgin farklılıklar ortaya koymaktadır. Bulgular, teknolojik altyapısı güçlü ve düzenlemeleri sıkı olan ülkelerin daha yüksek etkinlik sergilediğini, gelişmekte olan ekonomilerin ise büyüme ile ekolojik denge arasında zorlandığını göstermektedir. Küresel iklim anlaşmaları ve yeşil teknoloji transferiyle birlikte etkinlikte genel bir iyileşme gözlense de; kuraklık ve aşırı kimyasal kullanımı gibi faktörler bu süreci sekteye uğratmaktadır. Çalışma, kaynak verimliliği ve bölgesel iş birliği odaklı politika önerileriyle literatüre katkı sunmaktadır.

Assessing Environmental Performance and Pollution Levels in Mediterranean Agriculture: A Regional Study

Öz

This study examines the environmental efficiency of agricultural production in Mediterranean Basin countries over the 2000–2024 period within a Parametric framework. Defining environmental efficiency as the capacity to sustain agricultural output while minimizing pollution, the research incorporates 'undesirable outputs'—such as CO₂ emissions, pesticide usage, and particulate matter concentrations—into the analysis. The production frontier, estimated using a Cobb-Douglas functional form via the Corrected Ordinary Least Squares (COLS) method, reveals distinct regional disparities. The findings indicate that countries with robust technological infrastructure and stringent regulatory frameworks exhibit higher efficiency, whereas emerging economies struggle to balance agricultural growth with ecological equilibrium. Although a general improvement in efficiency is observed following international climate agreements and the diffusion of green technologies, factors such as droughts and excessive chemical use continue to impede this progress. The study contributes to the literature by offering policy recommendations focused on resource efficiency and regional cooperation.
