Gelir Şoklarının Kamu Harcamalarının Fonksiyonel Bileşimine Etkisi: AB Üyesi ve Aday Ülkelerde Mali Alanın Koşullandırıcı Rolü

Öz

Bu çalışma, 1994–2023 döneminde AB üyesi ve aday ülkelerde beklenmedik gelir şoklarının kamu harcamalarının düzeyi ve fonksiyonel bileşimi üzerindeki etkilerini, Maastricht borç kriteri çerçevesinde tanımlanan mali alanın koşullandırıcı rolünü dikkate alarak incelemektedir. COFOG sınıflandırmasına dayalı panel veri analizi, iki yönlü sabit etkiler modeli ve Driscoll–Kraay sağlam standart hatalarıyla yürütülmüştür. Bulgular, gelir şoklarının toplam kamu harcamaları üzerinde anlamlı bir etkisi olmadığını, buna karşın harcama bileşiminde seçici ve asimetrik değişimler yarattığını göstermektedir. Gelir şokları genel kamu hizmetlerinin bütçe payını artırırken, savunma ile konut ve toplum refahı harcamalarını azaltmaktadır. Marjinal etki analizi, rekreasyon, kültür ve din harcamalarında da sistematik bir gerilemeye işaret etmektedir. Ayrıca mali alanın bu etkileri koşullandırdığı, ancak etkinin harcama kalemlerinin kurumsal katılığı ve politik görünürlüğüne göre farklılaştığı görülmektedir. Bulgular, AB mali yönetim ve izleme çerçevelerinde fonksiyonel harcama bileşiminin de sistematik biçimde dikkate alınması gerektiğini göstermektedir.

The Effect of Revenue Shocks on the Functional Composition of Public Expenditure: The Conditioning Role of Fiscal Space in EU Member and Candidate Countries

Öz

This study examines the effects of unexpected revenue shocks on the level and functional composition of public expenditure in EU member and candidate countries during 1994–2023, considering the conditioning role of fiscal space defined by the Maastricht debt criterion. Using COFOG-based panel data, the analysis employs a two-way fixed-effects model with Driscoll–Kraay robust standard errors. Results show that revenue shocks do not significantly affect aggregate public expenditure but produce selective and asymmetric changes in expenditure composition. They increase the budget share of general public services while reducing defense, housing, and community amenity spending. Marginal effects analysis also indicates a systematic decline in recreation, culture, and religion expenditure. Fiscal space conditions these effects, although its influence varies with the institutional rigidity and political salience of expenditure categories. These findings suggest that EU fiscal governance and surveillance frameworks should systematically consider the functional composition of public expenditure alongside aggregate budget indicators.
