THE COMOVEMENT OF UNANTICIPATED UNEMPLOYMENT MOVEMENTS IN THE DISTRESS TAIL: EVIDENCE FROM OECD COUNTRIES

Öz

This study investigates whether unanticipated fluctuations in unemployment rates move together across countries within particular regions of the distribution rather than at the average. The study estimates a quantile factor model at seven quantile levels on the seasonal autoregressive integrated moving average innovations of unemployment rates of 25 OECD countries for 321 months. The estimation procedure removes the time mean of each country at each quantile level, so the measure carries the movement alone. Dynamic comovement equals 0.354 at the median and rises to 0.759 at the distress tail, the tail of unusually large increases, while the lower tail stays at the median level (−0.051). Two estimator-matched placebo designs break the cross-country alignment of timing, and the second additionally preserves the common volatility path. Neither design reaches the observed value (p = 0.015 and 0.002). The result survives changes in the factor count, data scaling and the country set. This finding is bound with two limitations. Firstly, the concentration draws mostly on the beginning months of the COVID-19 pandemic, and secondly, it weakens under quarterly aggregation. The evidence therefore points to episodic, state-dependent comovement at the distress tail rather than a general or symmetric feature of the distribution.
