ÇİN VE AFRİKA: BORÇ DİPLOMASİSİ STRATEJİK YÖNETİM ÖZET: Çin Halk Cumhuriyeti (ÇHC) küresel ekonomiye 20. Yüzyılın sonunda hızlı bir şekilde girmiş ve küresel ekonomide önemli ve başarılı bir aktör olarak faaliyetlerine devam etmektedir. Bir yol bir kuşak projesi ÇHC’nin sürdürdüğü en önemli ekonomik ve siyasi proje denebilir. Çin Komünist Partisi, bu projeyi adaletsiz bir şekilde ABD ve müttefikleri lehine yığıldığını düşündüğü uluslararası sistemi yeniden kendi lehine şekillendirmek için hayata geçirmiştir. Afrika boyutunda birçok ülkeyi projeye dahil etmektedir. Proje dahilinde Afrika ülkelerinin alt ve üstyapı inşasında faaliyet göstermekte. Projeye dahil olan ekonomisini iyi olmadığı bu ülkelere borç vererek projenin Afrika ayağını tamamlamaya çalışmaktadır. Borç alan bu çevre ülkeleri borçlarını ödemekte zorluk çekmektedir ve bazı yeraltı ve yer üstü kaynaklarının yönetimini ÇHC’ne devretmekte ve Çin, Sincan Uygur Özerk Bölgesinde uyguladığı iç politikalarına dış destek bulmaktadır. ÇHC proje kapsamında yürüttüğü borç verme ve emperyalizm karşıtlığı söylemi ile kamu diplomasisi gerçekleştirmekte ve Afrika ülkelerinde faaliyetlerini daha kolay bir şeklide gerçekleştirmektedir. Bu çalışmada Çin’in OBOR kapsamında Afrika’da yürüttüğü stratejik yönetimin analizi hedeflenmektedir. The One Belt, One Road project can be considered the most important economic and political project pursued by the PRC. The Communist Party of China implemented this project to reshape the international system, which it believes is unfairly stacked in favor of the US and its allies, in its favor. It includes many countries in Africa in the project. It operates in the construction of infrastructure and superstructure in African countries within the scope of the project. It tries to complete the African leg of the project by lending to these countries whose economies are not good and by giving loans to them. These neighboring countries that receive loans have difficulty paying their debts and transfer the management of some underground and aboveground resources to the PRC, and China finds external support for its domestic policies implemented in the Xinjiang Uyghur Autonomous Region. The PRC carries out public diplomacy with the lending and anti-imperialism discourse it carries out within the scope of the project and carries out its activities in African countries more easily. This study aims to analyze China's strategic management in Africa within the scope of OBOR. Key words: Africa, China, OBOR, Debt diplomacy, strategic management
