Floridi’de Ontolojik Eşitlikten Veri Etiğine: Dijital Ahlakın Politik Genişlemesi

Bu çalışma, dijital ahlakın ontolojik temelleri ile politik sorumluluk boyutu arasındaki ilişkiyi, Luciano Floridi’nin bilgi etiğinden veri etiğine uzanan kuramsal hattı üzerinden incelemektedir. Makalenin temel tezi, veri etiğinin bilgi etiğinin basit bir uygulama alanı olmadığı; aksine Floridi’nin infosfer merkezli ontolojik eşitlik iddiasının dijital yönetişim koşulları altında zorunlu olarak ürettiği normatif ve politik bir genişleme olduğudur. Floridi’nin bilgi etiği, tüm bilgi varlıklarının ontolojik değerini temellendirerek dijital varlığın korunmasını ahlaki bir yükümlülük olarak ortaya koyar. Ancak büyük veri, algoritmik karar sistemleri ve veri temelli yönetişim mekanizmalarının belirleyici hâle geldiği çağımızda, bu ontolojik eşitlik iddiası yalnızca betimleyici bir metafizik olarak kalamaz; kurumsal ve politik düzenlemeler gerektiren bir sorumluluk alanı üretir. Sonuç olarak dijital ahlak, bilgi etiği ile veri etiğinin toplamı değil; ontolojik değer ile politik sorumluluğun kesişiminde ortaya çıkan yeni bir etik düşünme biçimidir. Çalışma üç aşamalı bir kavramsal analiz izlemektedir: İlk olarak bilgi etiğinin ontolojik eşitlik tezi çözümlenmekte; ikinci olarak bu tezin normatif yükümlülük üretme kapasitesi temellendirilmekte; üçüncü olarak ise söz konusu yükümlülüğün neden dijital yönetişim bağlamında adalet, hesap verebilirlik ve şeffaflık ilkeleriyle somutlaşmak zorunda olduğu gösterilmektedir.

This article examines digital morality as a conceptual framework emerging at the intersection of ontological foundations and political responsibility, drawing on the theoretical trajectory from Luciano Floridi’s information ethics to data ethics. The central thesis argues that data ethics is not merely an applied extension of information ethics; rather, it represents a necessary normative and political expansion generated by Floridi’s ontological claim of equality within the infosphere under contemporary conditions of digital governance. By grounding the ontological value of all informational entities, information ethics establishes the moral obligation to protect digital being. However, in an era shaped by big data infrastructures, algorithmic decision-making systems, and data-driven governance mechanisms, this ontological equality cannot remain a descriptive metaphysical claim; it produces a governance-oriented responsibility requiring institutional and political articulation. The study proceeds through a three-stage conceptual analysis: first, it reconstructs the ontological equality thesis within information ethics; second, it demonstrates how this thesis generates normative obligations; and third, it argues that these obligations must be concretized through principles of justice, accountability, and transparency in digital governance. Engaging with Capurro’s contextual critiques and Zuboff’s analysis of surveillance capitalism, the article shows that data ethics does not replace information ethics but historically actualizes its inherent normative potential. Digital morality thus emerges not as the sum of information ethics and data ethics, but as a new form of ethical reasoning located at the intersection of ontological value and political responsibility.
