Local Leadership As a Personal Characteristic: A Comparison of Two Turkish Mayors

Batılı yerel yönetimlere dair güncel gelişmeler hem yerel yürütmenin güçlenişine hem de katılmcı mekanizmaların yaygınlaşmasına işaret eder. Başka bir deyişle, yerel idarelerin kişisel ve kollektif boyutları birlikte öne çıkarılmaktadır. Bu makalede, Türk yerel siyasetinin bu iki boyutu, Yerel Gündem 21 sürecinin başlatıldığı iki ayrı kentin karşılaştırmalı incelemesi çerçevesinde incelenecektir. Bu sürecin sonuçları arasındaki başarı farkını açıklama çabası içinde, bu kentlerin belediye başkanları üç ayrı boyuttta karşılaştırılacaktır: kişisel geçmişleri, siyasi hayatları ve uluslararası ilişkileri. Makale yerel liderlerin katılımcı mekanizmaların başarısı üzerinde önemli etkileri olduğu sonucuna varır
