2008 Küresel Finans Krizi: Neo-Liberal Finansal Sistemin İflası Ve Uluslararası Para Fonu’nun Kurumsal Sorgusu

1980’lerin sonlarına doğru yeni gelişen piyasalarla birlikte geçiş ekonomileri, yeni bir büyüme modelini kabul etmek durumunda kaldılar. Bu model, neo-liberal anlayışı yansıtan ve temelde “Washington Mutabakatı” olarak adlandırılan tedbirler paketinin oluşturduğu bir ekonomik dönüşümü içermekteydi. Modelin uygulanmasında başta Uluslararası Para Fonu (IMF) olmak üzere Bretton Woods (BW) sisteminin kurumsal unsurları etkin rol üstlendiler. Ancak temelinde finansal liberalizasyona dayalı bu politikalar uygulamada beklenen başarıyı sağlayamadı. Model, ekonomi yazınında ve çevrede, 1990 ve sonrası çeşitli bölgesel ve ülkesel krizlerin oluşmasında ortak neden olarak gösterildi. Diğer taraftan 2008 küresel finans krizini tahmin edememesi ve gelişmiş ekonomilerde deregülasyon politikalarıyla oluşan düzenleme zafiyetine yönelik önlem almakta gecikmesi, Fon’un bu süreçte de önemli ölçüde eleştirilmesine neden oldu. Fon yönetiminde kota ve oy gücü dağılımdaki adaletsizlikler yanında gelişmiş ülkelerin yüksek düzeyli etkisi ve ülkeler için genelde neo-liberal anlayışı yansıtan ve benzer nitelikte uygulama ve tedbir paketleri sunulması da IMF ile ilgili tartışma yaratan diğer konulardı. Bu çalışmada, IMF’deki kurumsal ve politik değişim kaygısı irdelenecek ve Fon’un yeniden yapılandırılmasında alınan karar ve uygulamaların ne denli başarılı olabileceği tartışılacaktır

Towards the end of the 1980s, emerging markets and transition economies were forced to accept a new growth model. This model essentially included an economic transformation that reflected the neo-liberal approach and was a package of measures called the “Washington Consensus”. The institutional elements of the Bretton Woods (BW) system, especially the International Monetary Fund (IMF), played an active role in the implementation of the model. However, these policies that based on financial liberalization couldn’t achieve the expected success in practice. The model has been shown as a common cause for the creation of various regional and national crisis 1990 and beyond in the economics literature and economics environment. On the other hand, the Fund could not anticipate the 2008 global financial crisis. It was also delayed in taking measures for deregulation in developed economies. Thus, the IMF has been criticized extensively. In addition, other controversial issues related to the IMF are; inequality in quota and voting power distribution and high-level influence of developed countries in Fund management, and application and measure packages of Fund to the countries are similar quality and reflecting the neo-liberal approach. This study will examine the institutional and political change concerns in the IMF. It will also be discussed how successful the decisions and implementations in restructuring the Fund can be.
