Öz

Çalışmada öncelikle yoksulluk tanımlandıktan sonra sosyal bütçe kavramsal ve teorik açıdan ele alınmış, daha sonra sosyal bütçenin nasıl oluşturulabileceği ve konjonktürel dönemler üzerindeki etkisinden bahsedilmiştir. Yoksulluk ile sosyal bütçe arasındaki ilişki üzerinde durulduktan sonra Türkiye’deki yoksulluk sorunu genel hatlarıyla incelenmiştir. Çalışmanın son kısmında da Türkiye’de sosyal bütçe içinde gösterilebilecek harcamalar belirlenmeye çalışılmış ve Türkiye’de bir sosyal bütçe oluşum sürecine yönelik öneriler geliştirilmeye çalışılmıştır

Öz

In this study, after defining the notion of poverty, we discuss the social budget conceptually and theorically and then state how to make social budget and it’s impact on business cycles. Later, the relationship between poverty and social budget has been studied and the poverty problem in Turkey has been generally described. In the last part of the study, we tried to determine the expenditures that could be shown in the social budget and developed some proposals for a social budgeting process in Turkey
