A Literature Review on Higher Education Policy in Turkey and Policy Transfer as a Key Term for Analysis

Abstract

In this study, the concept of policy transfer that have a profound effect on Turkish higher education policy will be used as a key term. New public management and governance approaches will form the basis of this research. Therewithal evaluations will be made in the context of similarities between different countries’ higher education policy. First of all, the concept of policy transfer is explained and neo-liberal policies and effects on higher education are questioned. To that end, literature review of how neoliberalism affects higher education policy in Turkey will be discussed. It is expected that this study may provide a vision for future analysis of higher education policies.
