Öz
The budget for the future of a country is a document showing the income and
expenses for a certain period. Budgets are avoided, the country to generate income
and expenditure for that year shall not engage in any activity that do not. In other
words, the state budget needs to do to gain an income and expenditure. In these
definitions, mainly reveals the function of the budget fiscal. There is also a function
of macro-economic budget. This function also when budgets and public expenditure,
taxation and borrowing tools such as macro-economic policies to give direction
reveals. In short, it is the country's budget policy. In this context, the economic
policies of the countries within the budgetary policy has an important place.
Because the resulting budget deficits and surpluses occur only does not impose
financial impact, but also leads to economic and social outcomes. Therefore, the
analysis must be done in a country in a specific budget for the year, consisting of
analysis of budget policies, it is the evaluation of the performance of the country's
macro-economic means. For this purpose, the study by analyzing Turkey's economy
in the last decade of the budget figures, the country's budget policy are evaluated.

Bütçe, bir ülkenin geleceğe yönelik olarak belli bir döneme ait gelir ve giderlerini gösteren bir belgedir. Bütçeler yapılmaz ise, ülke o yıl için gelir elde etmek ve gider yapma konusunda herhangi bir faaliyette bulunamaz. Bir başka ifadeyle, devletin gelir elde etmesi ve gider yapması için bütçeye ihtiyacı vardır. Yapılan bu tanımlamalar, esas itibariyle bütçenin mali fonksiyonunu ortaya koymaktadır. Bir de bütçenin makro ekonomik fonksiyonu vardır. Bu fonksiyon da, bütçeler yapılırken, kamu harcaması, vergi ve borçlanma gibi araçlarla, makro ekonomik politikalara yön verilmesini ortaya koyar. Kısaca, o ülkenin bütçe politikasıdır. Bu bağlamda, ülkelerin iktisat politikaları içerisinde bütçe politikası önemli bir yere sahiptir. Çünkü ortaya çıkan bütçe açıkları ve fazlaları, sadece mali etki meydana getirmemekte, aynı zamanda ekonomik ve sosyal sonuçlar da doğurmaktadır. Dolayısıyla, bir ülkenin belli bir dönemine ait bütçe analizlerinin yapılarak, oluşan bütçe politikalarının analizi, o ülkenin makro ekonomik performansının da değerlendirilmesi anlamına gelmektedir. Bu amaçla, çalışmada Türkiye ekonomisinin son on yılına ait bütçe rakamları analiz edilerek, ülkenin bütçe politikası değerlendirilmiştir.
