All of public goods and services are provided by government, change as quantitatively and qualitatively. This happens because of the duties related with government and public expectations. Also it happens same descriptions and approaches that accepted by their constitutions. At same time, it changes because of the public needs and its nature or approach of administrators and administrative units and their solutions for problems. There are different approaches and suggestions that which to product goods and services by public or private sector. These are depending on reasons of necessity of government and approaches that what sort of duties belongs to be government.There are three kind of public of public services and goods, which those are public goods, semi-public goods and some private goods. Principally, government produces all of public goods and services as defending services and justice services. Government and private sectors, produce semi-public goods as education and health services. Private goods are produced the mostly by private sectors but also produced public sector in some circumstance, as providing income and other reasons. Financing of costs of these goods and services needs collecting income from people as taxes, and other sorts of compulsory or voluntary payments. It includes income providing from selling some goods and services, which financed by government budgets. These mean that there are many kind of income for using financing of government expenditures like taxes, social security contributions, local taxes, fees, duties and we can call special financing some expenditures by foundations and charities. Because of these financing system it is better to use financial burden instead of tax burden. Success of administrators are depend on using these income with high efficiency and effectively. If they do not do that some financial, social and economic problem arises.
