Security Concerns about Syrian Migrant Crisis: Comparison of Turkey and EU Countries

The Syrian Civil War, which started in 2011, led to huge migra- tion waves. The main purpose of this study is to examine the Syrian migra- tion crisis from a security perspective in a comparative way. In this context, it makes a comparative analysis of the policies of three different catego- ries of host countries; i.e. EU countries with the greatest number of Syrian migrants (Germany, Sweden, Austria), EU countries with least number of Syrian migrants (Slovakia, Czechia, Hungary) and Turkey. The attitudes of these actors about the Syrian migration crisis are evaluated under the su- b-title of ‘security concerns’. The changing internal dynamics of the parties during the crisis and their mutual relations within the context of the refugee crisis are also analyzed. The main claim of the study is that the migration crisis caused changes in the relations between the countries studied in this study; and the perception of ‘security threats’ from immigrants in these countries is much worse than actual crime statistics.

Suriye Göç Krizi Hakkında Güvenlik Endişeleri: Türkiye ve AB Ülkeleri Karşılaştırması

Öz

2011 yılında başlayan Suriye İç Savaşı, çok büyük göç dalgalarına yol açmıştır. Bu çalışmanın temel amacı, bölgesel ve küresel bir sorun haline gelen Suriye Göç Krizini ortaya çıkardığı güvenlik endişeleri bakımından karşılaştırmalı bir şekilde incelemektir. Bu kapsamda, Avrupa Birliği’nde en fazla Suriyeli göçmen kabul etmiş üç ülke (Almanya, İsveç, Avusturya) ile en az Suriyeli göçmen kabul etmiş üç ülke (Slovakya, Çekya, Macaris- tan) ve Türkiye olmak üzere üç farklı kategoride karşılaştırmalı bir analiz yapmaktır. Bu üç kategorideki aktörlerin Suriye Göç Krizi konusundaki tu- tumları ‘güvenlik endişeleri’ alt başlığında değerlendirilmektedir. Tarafla- rın, kriz sürecinde değişen iç dinamikleri ve göç krizi bağlamında gerçekle- şen ortak ilişkileri ayrıca analiz edilmektedir. Çalışmanın temel iddiası; göç krizinin, bu çalışmada ele alınan ülkelerin kendi içlerinde ve birbirleriyle ilişkilerinde değişimlere sebep olduğu; söz konusu ülkelerde göçmenlere dair ‘güvenlik tehdidi’ algısının gerçek suç işleme istatistiklerine göre çok daha ileri boyutta olduğu şeklindedir.
