ECONOMETRIC ANALYSIS OF POVERTY, DEVELOPMENT AND PUBLIC EXPENDITURES RELATIONSHIPS

Öz

Poverty is an existing problem which solutions have been searched throughout the human history. Development being a multi-dimensional concept, including increase in national income, decrease in inequalities and prevention of poverty; is also closely related to poverty. Public expenditures are effective tools of this process preferred by the governments in order to eliminate the poverty and reach the development goals. Through this work analyzing the relations among poverty, development and public expenditures, the hypotheses have been modelling with FMOLS method and with different alternatives. The findings verify the hypothesis that “the decreasing effect of the public expenditures on poverty in the long term”. Findings can be interpreted as; in the developing countries, whereas the public expenditures have an increasing effect on development, open economy has not a remarkable effect. Especially contrary to developing countries, this finding is parallel to the assumption of “the free trade idea can be adopted by the developed countries, which have similar structures”. As a result of these modellings, it is seen that the hypotheses set along this work’s goal are completely directed towards developing countries and the research findings have been verified for these countries

YOKSULLUK, KALKINMA VE KAMU HARCAMALARI İLİŞKİSİNİN EKONOMETRİK ANALİZİ

Öz

Yoksulluk, insanlık tarihinde sürekli olarak var olan ve çözüm aranan bir sorundur. Kalkınma kavramı da, milli gelirin artması, eşitsizliğin azalması ve yoksulluğun önlenmesi gibi birçok kavramı içeren çok boyutlu bir süreç olması dolayısıyla yoksullukla yakından ilgilidir. Kamu harcamaları ise, bu süreçte yoksulluğun giderilmesi ve kalkınma amaçlarına ulaşma yolunda devletlerin etkili olarak kullandığı bir araçtır. Yoksulluk, kalkınma ve kamu harcamaları İlişkisinin analiz edildiği bu çalışmada hipotezler değişik alternatiflerle FMOLS yöntemiyle modellenmiştir. Analiz sonucunda elde edilen bulgular; kamu harcamalarının “uzun dönemde yoksulluğu azalttığı” hipotezini doğrulamaktadır. Analiz sonuçları gelişmekte olan ülkelerde kamu harcamalarının kalkınmayı artırdığı ve dışa açıklığın kalkınma üzerinde çok fazla etkili olmadığı şeklinde yorumlanabilir. Özellikle gelişmekte olan ülkelerin tersine, “serbest ticaret fikri, yapıları itibariyle birbirlerine benzeyen ülkeler açısından benimsenebilir” önermesiyle de uyumlu bulunmaktadır. Bu modellemeler sonucunda çalışmanın amacı çerçevesinde kurulan hipotezlerin bütünüyle gelişmekte olan ülkelere yönelik hipotezler olduğu ve araştırma sonuçlarının bu ülkeler açısından doğrulandığı görülmüştür
