HOW EFFECTS OF ECONOMIC GROWTH OF GOVERNMENT BORROWS? SOME EVALUATIONS

When the development and growth processes of countries are assessed, the direction and severity of the relationship between government debt and economic growth are frequently discussed. Developing countries tend to increasingly borrowing from the state because of the weakening investment-saving relationships, particularly the financing of development. Developing countries face a variety of constraints in achieving the economic growth rate they are targeting. One of the most important reasons for this is the shortage of foreign currency due to the inadequate internal savings to finance investments and the low export revenues. Achieving the economic growth and development targeted by the developing countries is a very important situation. Government debt is an additional resource to the resources of the present country and through this additional resource the capital accumulation in the country is increasing. Through increased capital, investment, economic growth and country welfare will increase, resulting in the creation of happier individuals in economic terms and a higher prosperity country profile. Borrowing structure of the domestic and foreign debts and other characteristics of the debt on the economic impact of different characteristics of the economy. As it is known, taking the debts expresses a clear resource transfer for an economy, and in the case of debt payments, this represents the exit of a net source transfer to the country where the borrower receives the payment. Therefore, the borrowing strategy and management are antagonistic as a factor directly affecting the prosperity of borrowing country. From this point of view, the purpose of this study is primarily to provide literature on the relationship between government debt and economic growth, and to contribute to the debate on the extent to which the relation between government debt and economic growth has been developed through the evaluation of the results obtained in these studies

DEVLET BORÇLARI EKONOMİK BÜYÜMEYİ NASIL ETKİLER? BAZI DEĞERLENDİRMELER

Öz

Kalkınma ve büyüme sürecinde, devlet borçları ile ekonomik büyüme arasındaki ilişkinin yönü ve büyüklüğü sıkça tartışılan bir konudur. Gelişmekte olan ülkelerde başta, kalkınmanın finansmanı olmak üzere yatırım-tasarruf ilişkilerinin zayıflaması nedeniyle, giderek artan miktarda devlet borçlanmasına yönelmektedirler. Gelişmekte olan ülkeler ulaşmak istedikleri ekonomik büyüme hızına ulaşmada çeşitli kısıtlarla karşı karşıyadırlar. Bunun en önemli nedenlerinden birisi, yatırımları finanse edecek olan iç tasarrufların yetersizliği ve ihracat gelirlerinin düşük olması nedeniyle ortaya çıkan döviz kıtlığıdır. Gelişmekte olan ülkelerin hedefledikleri ekonomik büyüme ve kalkınmaya ulaşmaları oldukça önemli bir durumdur. Devlet borçları mevcut ülke kaynaklarına ek bir kaynak niteliğindedir ve bu ek kaynak yoluyla ülkedeki sermaye birikimi artmaktadır. Artan sermaye miktarı aracılığıyla da yatırımlar, ekonomik büyüme ve ülke refahının artması ve bunun sonucunda ekonomik açıdan daha mutlu bireylerin ve refahı daha yüksek bir ülke profilinin oluşması amaçlanmaktadır. Borçlanma yapısı iç ve dış borçların vadesi ve diğer özellikler alınan borcun ekonomi üzerindeki etkisini farklı kılan özelliklerdir. Bilindiği gibi borçların alınması bir ekonomi için net bir kaynak transferi girişini ifade ederken, borç ödemelerinin yapılması durumunda bu kez borcu alan ülkeden ödeme yapılan ülkeye net bir kaynak transferi çıkışını ifade etmektedir. Bu yüzden borçlanma stratejisi ve yönetimi borcu alan ülke refahını doğrudan etkileyen bir unsur olarak karşımıza çıkmaktadır. Bu noktadan hareketle, bu incelemenin amacı öncelikle devlet borçları ve ekonomik büyüme ilişkisi ile ilgili yapılan çalışmaları literatür halinde verip bu konuda yapılan çalışmalarda elde edilen sonuçların değerlendirilmesi yoluyla devlet borçları ile ekonomik büyüme ilişkisinin hangi yönde geliştiği noktasındaki tartışmalara katkıda bulunmaktır
