Although many organizations are held every year to understand sustainable development and to cope with environmental problems, The United Nations World and Environmental Summits have succeeded to create a superior mind with its broadest participation and global perspective. It has determined the environmental agendum of the world with the conferences that were organized in 1972, 1992, 2002 and 2012. It also has invited many institutions and organizations, both civil and official, to move on a global basis. The policies, discourses and action plans emerging as the result of the major environmental and development conferences have been examined through content analysis. In this direction, it has been examined how the United Nations Environment Program proposes a sustainable development model in global scale. The development model is based on the common stake of more than forty years of know-how. The reaction of it to local governments within the framework of sustainability and today’s cities was discussed. For sustainable development that do not have a full definition and scope, the criteria and evaluations developed by the research aimed to contribute to this gap in the literature with its broad content and containment features.
