BÖLGESEL KALKINMA ALANLARININ İŞ SAĞLIĞI VE GÜVENLİĞİ PERFORMANS ANALİZİ

Öz

Tüm dünya ülkelerinde sosyal ve ekonomik hedeflerin tek ortak noktası kalkınma ve sürdürülebilirliğin sağlanmasıdır. Bu amaçla ülkeler, kalkınmanın ülkenin her bir tarafına eşit olarak dağılabilmesi ve kendi içlerinde bölgelerarası kalkınma farklılıkların giderilmesi için çeşitli politikalar geliştirmişlerdir. Ülkemizde de bölgesel kalkınma alanları belirlenerek bu alanların koordinasyonu ve sürdürülebilir kalkınmanın sağlanması için ajanslar kurulmuştur. Ajansların koordinatörlüğünde ve kalkınma planları çerçevesinde istihdam politikaları ortaya konulmaktadır. Bu politikaların arasında iş sağlığı ve güvenliği konusu çok fazla göz önünde bulundurulmamaktadır. Ülkemizdeki yasal düzenlemelere rağmen iş kazalarının sayısı her geçen yıl arttığı iş kazaları göstergeleri ve istatistikleri ortaya konmaktadır. Bu çalışmada; Türkiye’de belirlenmiş olan 26 kalkınma bölgesinin faaliyet gösterdiği iller tek tek gruplanarak 2012 – 2020 yılları arasındaki iş kazaları verileri incelenmiştir. Elde edilen veriler ile iş kazası olabilirlik oranları, iş kazası ağırlık oranları ve iş kazası sıklık hızları hesaplanmıştır. Hesaplanan göstergeler bölgesel kalkınma alanlarının iş kazaları performansını ortaya koymak ve kalkınma politikasına katkı sağlamak açısından önem taşımaktadır.

OCCUPATIONAL HEALTH AND SAFETY PERFORMANCE ANALYSIS OF REGIONAL DEVELOPMENT AREAS

Öz

The only common point of social and economic goals in all countries of the world is development and sustainability. For this purpose, countries have developed various policies in order to distribute development equally to all parts of the country and to eliminate interregional development differences within themselves. In our country, regional development areas have been determined and agencies have been established to coordinate these areas and ensure sustainable development. Employment policies are put forward under the coordination of agencies and within the framework of development plans. Among these policies, the issue of occupational health and safety is not taken into account. Despite the legal regulations in our country, occupational accident indicators and statistics are presented, as the number of occupational accidents increases every year. In this study; Occupational accidents data between 2012 and 2020 were examined by grouping the provinces in which 26 development regions operate in Turkey one by one. Occupational accident likelihood ratios, occupational accident severity rates and occupational accident frequency rates were calculated with the obtained data. The calculated indicators are important in terms of revealing the occupational accident performance of the regional development areas and contributing to the development policy.
