WESTERN DEMOCRACY AS A MODEL OF MODERNIZATION

The belief in building a democratic society is one of the ideals of modernity. The Republican model of governance provides to citizens a wide range of personal freedoms. Aside from this the developed Western countries are characterized by a high level of well-being. But, as history has shown, this works only with the society of the Western type. It is impossible to create this type of society artificially. Without this, freedom will grow into anarchy. Numerous attempts of reform which must to bring to a specific European model, in fact, not to given a positive result. Inefficient reforms stimulate countries to numerous internal conflicts. The farther the country in which the process of modernization is realized is distanced from the center of Western civilization, the less the elements of the latter are operational. It will bring some results, but only if reformers will wise and will not engaged in simple copying, and will be selectively use some elements of the Western model of development in close synthesis with own developments. For example, this are Japan, South Korea, China, and others. However, this is more the exception rather than the rule. The different types of civilizational development is extremely difficult to combine. Therefore, the best option for economic, social and cultural development is the harmonious development of the traditional institutions of governance. Of course this way does not have to adduce to isolationism. All of the above is an indicator of the impossibility of constructing a single monoculture,civilizational space and genuine unipolar world with a common set of values.
