Öz

Uluslararası sistemin önemli aktörlerinden biri olan Avrupa Birliği’nin dış politikası; Birliğin

benimsediği insan hakları, hukukun üstünlüğü, sivil toplum ve demokrasinin geliştirilmesi gibi temel

ilkeler üzerine inşa edilmiştir. Çalışmanın amacı, Avrupa Birliği’nin normatif temelleri kapsamında

Ortadoğu bölgesine yönelik dış politika uygulamalarını Mısır, Suriye ve Irak örnek olayları üzerinden

analiz etmektir. Çalışmanın kavramsal çerçevesini “Normatif Güç” kuramı oluşturmaktadır. “Normatif

güç” kuramı bağlamında Birliğin norma dayalı dış politika uygulamaları ile bunların süreklilik arz edip

etmediği incelenmektedir. Normatif dış politika uygulamalarının sürekliliği bölgede ve her bir vaka

ülkenin kendi içinde gerçekleşen krizler baz alınarak test edilmiştir. Bu bağlamda söz konusu ülkelerle

kurulan ikili ilişkiler tarihsel süreçleri ile birlikte değerlendirilirken, Birliğin politikalarını etkileyen

ABD’nin Irak’ı işgali, Arap Baharı, terörizm, mülteci sorunu gibi bölgesel ve uluslararası konjonktürdeki

krizler analize dahil edilmiştir. Örnek olay olarak seçilen ülkelerin birbirinden farklılaşan kendine

özgü koşulları, farklı bir normatif değerin test edilmesini ve karşılaştırılmasını sağlaması bakımından,

çalışma literatürdeki boşluğu doldurma iddiasındadır.

Making Sense of The European Union’s Middle East Policy in the Context of Its Values: The Case of Egypt, Syria and Iraq

Öz

The foreign policy of the European Union, one of the important actors of the international system,

has been based on basic principles of the Union, such as human rights, the rule of law, development

of civil society and democracy. The aim of the study is to analyze the foreign policy practices of the

European Union towards the Middle East region on the basis of these basic principles. Given that

the literature on the field is narrow, it is important to determine whether the normative values of the

European Union’s foreign policy towards the region are a determinative element or an instrumental/

secondary element. In this context, the study is aimed to fill the gap in the literature by making a

case study, limited to Egypt, Iraq and Syria. The bilateral relations with these countries, together with

their historical processes, have been examined by examining the transformations in the international

conjuncture affecting the policies of the Union, such as the Arab Spring, the globalization of terrorism.

In this study, especially the decisions taken by European Union bodies, bilateral agreements with

countries, the primary sources and the relevant literature are used.
