INTEGRATION POLICIES TOWARDS SYRIAN REFUGEES IN TURKEY: AVOIDANT AND CENTRALIST APPROACHES

Öz

influence of the Arab revolutions, caused the Syrian people to cross their own country's borders, first to neighboring countries such as Lebanon, Turkey and Jordan, and then to all corners of the world, especially Europe. Türkiye entered a new era in the context of refugee policies when Syrians escaping from conflict sought asylum in Turkish territory. Türkiye first developed a positive immigration discourse based on “hospitality” and “charity” for Syrians, whom it assumed were temporary. However, as the numbers gradually increased, Türkiye had to review both the permanence of Syrians and the policies regarding this permanence. The review article aims to make a general evaluation of the integration policies impelmented to Syrian refugees who entered Türkiye after 2011 and to examine these policies around three periods: the period that prepares permanent temporariness; avoidant/shy integration that perpetuates permanent temporariness rality and centralized integration that stabilized permanent temporariness.
Methodology: Within the scope of the review article in question, secondary sources have been examined in detail and the integration policies implemented for Syrians in Türkiye have been re-evaluated from a critical perspective. For this purpose, academic literature on the subject was scanned, and a new look at integration policies was provided by using the findings and data of current reports prepared by public institutions, various organizations and NGOs.
Findings: Today, Türkiye is the country hosting the highest number of refugees in the world, with the arrival of Syrian refugees since 2011. With this mass migration movement, Türkiye, on the one hand, continued its old discourse and practices, and on the other hand, responded to the need for new policies, first partially and then with centralist practices. While these policies and practices, shaped and instrumentalized mostly by European Union funds, oscillate on the axis of timidity and centralism, the permanen temporality of Syrians and the increasing anti-refugee sentiment challenge Türkiye's acceptance and integration capacity. As a result, in integration policies, further development of cooperation with the central government, effective local governments and non-governmental organizations will provide a very important opportunity to pave the way for a multi-layered migration governance and to shape the practices from the center to the grassroots.
Originality: This article aims to make an original contribution to the field of migration studies by examining the transformation in integration policies for Syrians in Turkey over three periods and reconsidering the continuities and breaks in Turkey's practices.

TÜRKİYE’DEKİ SURİYELİ MÜLTECİLERE YÖNELİK ENTEGRASYON POLİTİKALARI: ÇEKİNGEN VE MERKEZİYETÇİ YAKLAŞIMLAR

Öz

Amaç: Arap devrimlerinin etkisiyle gerçekleşen gösteri ve protestolarla Mart 2011'de patlak veren Suriye iç savaşı, Suriye halkının önce Lübnan, Türkiye ve Ürdün gibi komşu ülkelere, ardından başta Avrupa olmak üzere dünyanın dört bir köşesine sığınmalarına neden oldu. Suriyelilerin Türkiye topraklarına sığınma talebinde bulunmasıyla, Türkiye mülteci politikaları bağlamında yeni bir döneme girdi. Türkiye geçici olduğunu varsaydığı bu kitlesel göç hareketi için önce “misafirperverliğe” dayalı pozitif bir söylem geliştirdi. Sayıların artmasıyla, Türkiye Suriyelilerin kalıcılığına yönelik politikaları gözden geçirmek durumunda kaldı. Bu derleme makale 2011’den bugüne Türkiye’deki Suriyeli mültecilere uygulanan entegrasyon politikalarının genel bir değerlendirmesini yaparak, bu politikaları üç dönem etrafında incelemeyi amaçlamaktadır: sürekli geçiciliği hazırlayan dönem; sürekli geçiciliği devam ettiren çekingen/utangaç entegrasyon ve sürekli geçiciliği kalıcılaştıran merkeziyetçi entegrasyon.
Yöntem: Bu derleme makalede ikincil kaynaklar ayrıntılı olarak incelenmiş, entegrasyon politikaları eleştirel bir perspektifle yeniden irdelenmiştir. Bu amaçla akademik literatür taranmış, kamu kurumları, çeşitli kuruluşlar ve STK’ların güncel raporları kullanılarak entegrasyon politikalarına yeniden bir bakış sağlanmıştır.
Bulgular: 2011 yılından itibaren Suriyelilerin gelişiyle birlikte, Türkiye dünyada en fazla mülteciye ev sahipliği yapan ülke konumundadır. Bu kitlesel göç hareketiyle Türkiye bir yandan eski söylem ve uygulamalarını devam ettirmiş, bir yandan da yeni politikalara duyulan ihtiyaca önce “kısmi ve çekingen” sonra “merkeziyetçi” uygulamalarla cevap vermiştir. Daha çok AB fonlarıyla şekillenen ve araçsallaştırılan bu politika ve uygulamalar çekingenlik ve merkeziyetçilik ekseninde salınırken, Suriyelilerin “sürekli geçiciliği” ve giderek artan “mülteci karşıtlığı” Türkiye’nin kabul ve entegrasyon kapasitesini zorlamaktadır. Sonuç olarak, entegrasyon politikalarında, merkezi yönetim, etkin yerel yönetimler ve sivil toplum örgütleriyle iş birliğinin daha çok geliştirilmesi, çok katmanlı bir göç yönetişiminin önünün açılması, merkezden tabana giden uygulamaların, tabandan şekillenebilmesi için oldukça önemli bir fırsat sağlayacaktır.
Özgünlük: Bu makale, Türkiye’de Suriyelilere yönelik entegrasyon politikalarındaki dönüşümü üç dönem üzerinden irdelemiş, Türkiye’nin uygulamalarındaki süreklilikleri ve kırılmaları yeniden ele alarak göç çalışmalarına özgün bir katkı sunmuştur.
