YABANCILARIN GÖZÜYLE 19. YÜZYILIN İKİNCİ YARISINDA TRABZON’DA KONSOLOSLUKLAR

Öz

Tarihi geçmişi antik çağlara kadar uzanan konsolosluk müessesesi, Osmanlı Devleti’nde 15. yüzyıldan itibaren deniz ticaretindeki gelişmelerle kendini gösterir. Osmanlılar ticareti teşvik edip geliştirmek amacıyla yabancı devletlere kapitülasyonlar verilmesi sürecinde, bu devletlere Osmanlı ülkesinde konsolos bulundurma imtiyazı da verilir. Bu kapsamda, 1774 Küçük Kaynarca Antlaşması ile Ruslar Karadeniz’de serbest dolaşım hakkı elde etmiş ve akabinde Avusturya, İngiltere ve Fransa gibi güçlü Batılı devletler de benzer imtiyazlar elde etmişlerdir. Özellikle Rusya ve Fransa, Trabzon şehrinin ticari cazibesini daha önce fark etmiş ve İngiltere’ye nazaran daha erken bir dönemde kentte konsolosluk ağlarını oluşturmaya başlamışlardır. Özellikle 1829 Edirne Antlaşması ile Karadeniz limanlarının yabancı gemilerin ticaretine açılması ve İran’la olan eski ulaşım ağının tekrar canlanması şehri uluslararası ticaretin önemli bir merkezi haline getirmiştir. Böylece bölgeyle ticaret yapan devletler, kendi ülkelerinin birtakım siyasi ve ekonomik çıkarlarını korumak adına kentte konsolosluklar açmışlardır. Kentin bu artan cazibesi bölgeyi ziyaret eden seyyah ve araştırmacıların sayısında da bir artışa sebebiyet vermiştir. Konsolosluklar, Batılı seyyah ve araştırmacıların ekseriyetinin kente geldiklerinde temasa geçtikleri kurumlardı. Bu çalışma, 19. yüzyılın ikinci yarısında Trabzon’a gelen Batılı seyyah ve araştırmacıların kentte bulunan konsolosluklara dair bazı gözlem ve incelemelerine dayanmaktadır. Çalışmanın amacı, bu gezi notlarından yola çıkarak Osmanlı taşrasının önemli şehirlerinden Trabzon’da bulunan konsoloslukların şehrin siyasi, idari, sosyal ve ekonomik yaşamı üzerindeki etkilerini irdeleyerek anlamaya çalışmak ve böylece alan yazınına bazı katkılar yapmaktır.

The Consulates In Trebizond According To The Foreigners in the Second Half of the 19th Century

Öz

The history of the consulates in the Ottoman Empire goes back to the ancient times emerged because to the developments in the maritime trade in the 15th century. During the process when some capitulations were given to the foreign countries to encourage and develop the trade, they were also granted to open a consulate in the Ottoman lands. Within this context, for instance, Russians managed to have the right of the free cruise in the Black Sea with the treaty of Küçük Kaynarca in 1774 and successively some powerful foreign countries such as Austria, England and France managed to get the similar privileges as well. Especially, Russia and France could foresee the economic appeal of Trebizond and opened their consulate networks much earlier than England. However, the opening of the Black Sea ports to the trade of the foreign ships with the treaty of Adrianople in 1829 and the revival of the old transportation route with Iran made the town an important place for the international trade. Thus the countries which carried out trade with the region opened the consulates in the town so as to preserve the political and economic interests of their own country. The increasing appeal of the town also led to the increase in the number of the Western travellers and researchers who visited it. The consulates were the institutions with which most of the Western travellers and researches got into contact. This study is based on some of the observations and researches of the Western travellers and researches who had visited Trebizond in the second half of the 19th century regarding the consulates in the town. Using these travelogues, the purpose pf this study is to try to understand the effects of these consulates in Trebizond, which is one of the most important towns of the Ottoman provinces, upon its political, administrative, social and economic life and thus make some contributions to this field.
