Afet ve Acil Durumlarda Çocuğun İyi Oluşunun Korunması: Sosyal Politika ve İnsani Diplomasi Etkileşimi

Öz

Afet ve acil durumlar, çocukların yaşam koşullarını derinden etkileyen; fiziksel, psikolojik ve sosyal gelişimlerini tehdit eden çok boyutlu süreçlerdir. Bu koşullarda çocuğun iyi oluşunun (well-being) desteklenmesi, yalnızca insani bir sorumluluk değil, aynı zamanda ulusal ve uluslararası sosyal politikanın temel hedeflerindendir. Özellikle küreselleşme ve artan insani krizler, çocukların iyi oluşunun korunmasını sadece ulusal sosyal politikaların değil, uluslararası aktörlerin de öncelikli gündem maddesi hâline getirmiştir. Bu çerçevede insani diplomasi, çalışmaları önem arz etmektedir. Çocuğun iyi oluşu, bu diplomatik çabaların merkezinde yer almakta; aynı zamanda ulusal sosyal politika süreçlerinin yönlendirilmesinde belirleyici bir rol üstlenmektedir. Bu çalışma, çocuğun iyi oluşunu sosyal politika ve insani diplomasi ekseninde ele alarak, Batı-merkezli göstergelerin ötesine geçen, bağlama duyarlı ve çok boyutlu bir analitik çerçeve geliştirmeyi amaçlamaktadır. Sonuçlar, çocukların iyi oluşunun yalnızca barınma ve fizyolojik gereksinimlerle sınırlı ele alınamayacağını; bunun yanı sıra psikososyal, gelişimsel ve hak temelli boyutların da bütüncül biçimde değerlendirilmesi gerektiğini ve politika karar önceliğini ortaya koymaktadır.

Öz

Disasters and emergencies profoundly affect children’s living conditions, posing complex risks that threaten their physical, psychological, and social development. Supporting children’s well-being under such extraordinary circumstances is not only a humanitarian responsibility but also a fundamental objective of national and international social policy. Specially globalization and the increasing frequency of humanitarian crises have made the protection of children’s well-being a shared priority of both national social policies and international actors. In this context, humanitarian diplomacy activities are important. Ensuring children’s well-being lies at the core of these diplomatic endeavors and plays a crucial role in shaping national social policy processes. This study aims to examine children’s well-being through the combined lens of social policy and humanitarian diplomacy, developing a multidimensional and context-sensitive analytical framework that goes beyond Western-centric indicators. Consequently, the findings indicate that children’s well-being cannot be confined solely to housing and physiological needs; rather, psychosocial, developmental, and rights-based dimensions must also be comprehensively considered, thereby underscoring their priority in policy decision-making.
