Basel IV Neleri Değiştirecek?

Öz

Uluslararası Ödemeler Bankası (BIS) Basel Komite tarafından 1980’li yıllarda ilk kez yayımlanan ve zaman içinde sürekli revize edilen Basel düzenlemeleri bankacılık sektörü için büyük önem taşımaktadır. Bu çalışmada bankacılık sektörü için olduğu kadar başta kredi kullananlar olmak üzere bankalarla iş yapan hemen hemen tüm kesimleri ilgilendiren bu düzenlemelerin, Basel I’den Basel IV’e kadar gelişimi ele alınmıştır. Daha sonra ise çalışmanın esas amacı olan Basel IV düzenlemeleri kapsamlı olarak değerlendirilerek bankacılık sektörüne etkileri tartışılmaktadır. Covid - 19 nedeniyle uygulama süreleri birer yıl ötelenen yeni kurallar, yapılan değerlendirmelere göre bankalar için yeni maliyetlerin ötesinde, iç süreçlerinde önemli değişiklikler gerektirdiğinden zorlayıcı olacaktır. Gerek kredi gerekse operasyonel risk için yapılan modellemelerdeki değişiklikler, bankaların iş modellerini değiştirmelerini gerektirecektir. Yine teknolojik yapılanmalarda yeni ortamın doğuracağı ihtiyaçlar ve iş süreçlerindeki değişiklikler de ön planda olacaktır. Veri yönetimi yeni sisteme göre revize edilecektir. Ayrıca maliyet tasarrufu sağlayan uygulamalar da gündeme gelebilecektir.

What Will Basel IV Change?

Öz

The Basel regulations, which were first published by the Bank for International Settlement (BIS) Basel Committee in the 1980s and constantly revised over time, are of great importance for the banking sector. In this study, the development of these regulations, which concern almost all segments of the banking sector, especially those who use loans, as well as those who do business with banks, from Basel I to Basel IV were discussed. Then, Basel IV regulations, which are the main purpose of the study, were examined in detail and their effects on the banking sector were discussed. Changes in modeling for both credit and operational risk will require banks to change their business models. The needs of the new environment and changes in business processes will also be at the forefront in technological structuring. Data management will be revised according to the new system. In addition, cost-saving applications may come to the agenda.
