He was born in 1976 in Afyonkarahisar. He graduated from Eskişehir Osmangazi University, Faculty of Engineering and Architecture, Department of Civil Engineering in 2000. In 2001, he was appointed as a research assistant to Afyon Kocatepe University, Faculty of Technical Education, Department of Construction Education. In 2005, he completed his master's degree in Afyon Kocatepe University, Institute of Naturel and Applied Science, Department of Construction Education, Department of Transportation. In the same year, he started his doctorate education in Süleyman Demirel University, Graduate Institute of Naturel and Applied Science, Department of Civil Engineering, Transportation Division, and completed this education in 2010. Between 2007-2011, he worked as Lecturer in Afyon Kocatepe University, Technical Education Faculty, Department of Construction. He was appointed as Assist. Prof. to Afyon Kocatepe University, Faculty of Engineering, Department of Civil Engineering, Transportation Division at June 2011. He completed his military service as a reserve officer between 2011-2012 in Diyarbakir. Between 2013 and 2014, he performed post-doctoral research at Kansas State and Iowa State Universities, USA. He was awarded the title of "Associate Professor" in 2017 by the Turkish Higher Education Council. Asphalt pavements chip seals, road materials, anti-icing on highways, bituminous binders, intelligent transportation systems, and development of test devices are his fields of interest and he continued his research in these fields of Transportation Engineering. He supervised 9 MSc theses. He still continues to supervise 6 M.Sc and 4 Ph.D. theses. He teaches Topography, Highway Design, Railway, Highway, Bituminous Mixture Applications and Special Asphalt Pavements, History of Science at the undergraduate level. He teaches Bituminous Mixtures, Low Volume Roads, Railway Engineering and Ergonomics courses at the graduate level. He has more than 25 international and national papers, more than 75 orally/poster presented, and published papers in international/national scientific meetings. He was a member of the editorial board and reviewers in some international and national journals and scientific congresses, symposiums, etc.

Dr. Öğr. Üyesi Gözde Kırlı Özer, Bursa Uludağ Üniversitesi Mimarlık Fakültesi’nde öğretim üyesi olarak görev yapmaktadır. Mimarlık alanındaki doktora derecesini 2020 yılında tamamlayan Dr. Kırlı Özer, mimarlık ve şehir planlama, kentsel sürdürülebilirlik, arkeolojik alanların korunması ve mimari tasarım konularında uzmanlaşmıştır.
Çalışmaları, multidisipliner yaklaşımlar içererek mimarlık, arkeoloji ve şehircilik alanlarında bilimsel katkılar sunmaktadır. Yazar, SCI-Expanded ve ESCI kapsamındaki birçok dergide makaleler yayımlamış ve akademik çalışmalarıyla Yılmaz Akkılıç Bursa Araştırmaları Ödülü’ne layık görülmüştür. Ayrıca, ulusal ve uluslararası düzeyde çeşitli kongre ve sempozyumlarda bildiriler sunmuş ve bilimsel hakemlik yapmaktadır.
Dr. Kırlı Özer’in araştırmaları; kültürel mirasın korunması, inanç turizmi, katmanlı kent dokuları ve sürdürülebilir tasarım yaklaşımları gibi geniş bir yelpazeyi kapsamakta olup, bu alandaki projelerde liderlik ve koordinasyon rollerini üstlenmiştir. Kendisi ayrıca mimarlık eğitimi sürecinde tasarım stüdyolarının önemine vurgu yaparak, bu alanda yenilikçi yöntemler geliştirmiştir.
İngilizceyi ileri düzeyde bilen Dr. Kırlı Özer, bilimsel ve toplumsal katkılarını mimari tasarım projeleri, atölye çalışmaları ve yayınlarla sürdürmektedir.
