ANALYZİNG THE UKRAİNE-RUSSİA CONFLİCT WİTHİN PİETER DE LA COURT’S FRAMEWORK OF COMMERCİAL REPUBLİCANİSM: WAR, WELFARE, AND PUBLİC POLİCİES

Öz

This study examines the impact of the Russia-Ukraine war, which began with the annexation of Crimea in 2014 and escalated into a full-scale occupation on February 24, 2022, on political, economic, and energy-based relations between the European Union (EU) and Russia. Russia's military intervention in Ukraine led to strong support for the Kiev government from EU member states, particularly France and Germany, further straining diplomatic relations between Moscow and Brussels. Furthermore, the deep economic and energy interdependence between the EU and Russia has created mutual costs that directly impact both political decision-making and public welfare. This study analyzes these current developments within the framework of Pieter de la Court's 17th-century "commercial republic" and his understanding of "anti-war free economy." De la Court's approach, which bases the permanence of public welfare on the principles of warlessness, free trade, and the unity of interests of rulers and ruled, provides a normative basis for the analysis of EU-Russia relations. The study combines a qualitative historical perspective with quantitative data to analyze the effects of war on EU public policies, energy security, and economic solidarity mechanisms. The findings demonstrate that war has long-term consequences for both European public welfare and the balance of power in the international system. In this respect, the study offers a theoretical contribution to the existing literature and provides an original assessment of the economic and administrative consequences of war within a historical tradition of thought.

SAVAŞ, REFAH VE KAMU POLİTİKALARI UKRAYNA-RUSYA ÇATIŞMASININ PİETER DE LA COURT’UN TİCARİ CUMHURİYETÇİLİK KURAMI BAĞLAMINDA ANALİZİ

Öz

Bu çalışma, 2014 yılında Kırım’ın ilhakı ile başlayan ve 24 Şubat 2022’de tam ölçekli bir işgale dönüşen Rusya-Ukrayna savaşının Avrupa Birliği (AB) ve Rusya arasındaki siyasi, ekonomik ve enerji temelli ilişkiler üzerindeki etkilerini incelemektedir. Rusya’nın Ukrayna’ya yönelik askerî müdahalesi, özellikle Fransa ve Almanya başta olmak üzere AB üyesi ülkelerin Kiev yönetimine güçlü destek vermesine neden olmuş; bu durum, Moskova ile Brüksel arasındaki diplomatik ilişkileri daha da gerginleştirmiştir. Bununla birlikte, AB ile Rusya arasındaki derin ekonomik ve enerji bağımlılığı, hem siyasi karar alma süreçlerini hem de kamu refahını doğrudan etkileyen karşılıklı maliyetler doğurmuştur. Çalışmada, bu güncel gelişmeler Pieter de la Court’un 17. yüzyılda geliştirdiği “ticari cumhuriyet” düşüncesi ve “savaş karşıtı serbest ekonomi” anlayışı çerçevesinde değerlendirilmiştir. De la Court’un, toplum refahının kalıcılığını savaşsızlık, serbest ticaret ve yönetenlerle yönetilenlerin çıkar birliği ilkelerine dayandıran yaklaşımı, AB-Rusya ilişkilerinin analizi için normatif bir zemin sunmaktadır. Araştırmada nitel tarihsel perspektif ile nicel veriler birleştirilerek, savaşın AB kamu politikaları, enerji güvenliği ve ekonomik dayanışma mekanizmaları üzerindeki etkileri analiz edilmiştir. Elde edilen bulgular, savaşın hem Avrupa kamu refahı hem de uluslararası sistemdeki güç dengeleri açısından uzun vadeli sonuçlar doğurduğunu göstermektedir. Bu yönüyle çalışma, hem mevcut literatüre teorik bir katkı sunmakta hem de savaşın ekonomik ve yönetsel sonuçlarını tarihsel bir düşünce geleneği üzerinden özgün biçimde değerlendirmektedir.
