Öz
Ottoman Empire like every state in the era, did not remain unresponsive
to growing Europe and the economic, political and social developments in the
19th century, and had to enter a radical process of change. Industrial
Revolution, that emerged in Europe and affected the world, have a big influence
on going thruogh to these changes. The main aim of this study is to explain why
the Ottoman Empire needed the views of the National Economics in the economic
structure in the process of change. In this context, the 19th century Ottoman
economy, which forms the basis of National Economics ideals, has been
considered and influential elements have been tried to be determined. Moreover,
It was tried to talk about the practices in the direction of National Economy
and National State adopted by the Committee of Union and Progress.

19.Yüzyılda giderek büyüyen Avrupa ve
ortaya çıkan ekonomik, siyasi ve toplumsal gelişmelere karşı dönemdeki her
devlet gibi Osmanlı’da bu gelişmelere karşı tepkisiz kalamamıştır ve köklü bir değişim
sürecine girmek zorunda kalmıştır. Bu değişimlerin yapılmasında Avrupa’da
ortaya çıkarak dünyayı etkisi altına alan Sanayi Devrimi’nin etkisi oldukça
büyüktür. Bu çalışmanın temel amacı Osmanlı’nın geçirdiği değişim sürecinde
iktisadi yapıda Milli İktisat görüşlerine neden ihtiyaç duyulduğunu açıklamak
olmuştur. Bu bağlamda Milli İktisat düşüncelerine temel hazırlayan XIX. Yüzyıl
Osmanlı ekonomisi de ele alınarak nelerin etkili olduğu, hangi unsurların
etkisi altında kalındığı tespit edilmeye çalışılmış ve İttihat ve Terakki
Cemiyeti’nin uygulamak istediği Ulus Devlet, Milli İktisat yönündeki
uygulamalardan bahsedilmeye çalışılmıştır.

JOEEP, without depending on any institution or organization, is a non-profit journal that has an International Editorial Board specialist on their fields.
