Sağlık hizmetlerinin sürdürülebilir ve etkin şekilde sağlanabilmesi, için sağlık harcamalarına etki eden faktörlerin araştırılması önemlidir. Çalışmamızın amacı profesyonel olarak aktif çalışan hekim ve hemşire sayısının toplam sağlık harcamalarına etkisinin araştırılmasıdır. Panel veri analizi yöntemiyle yapılan ampirik çalışmanın örneklemi Türkiye, Fransa, Almanya ve ABD’nin 2000-2020 yılları arasındaki verilerini kapsamaktadır. Çalışma sonucunda aktif çalışan hemşire sayısının toplam sağlık harcamalarını pozitif yönde etkilediği belirlenirken, aktif çalışan hekim sayısının ise istatistiksel olarak anlamsız olduğu tespit edilmiştir. Yıllar içinde sağlık hizmetlerinin yaygınlaşması ve gelişmesi ile orantılı şekilde hekim istihdamı artmamıştır. Bir başka açıdan ise farklı branşlarda istihdam edilen hekimlerin verdikleri hizmete bağlı olarak sağlık harcamalarına olan etkilerinin farklı olması gibi nedenler, aktif hekim sayısı ile sağlık harcamaları arasındaki anlamlı bir ilişki olmamasını açıklamaktadır.

The right of individuals to benefit from health services in accordance with justice and equity necessitates the provision of health services in a sustainable and effective manner. In this context, it is important to investigate the factors affecting health expenditures. The aim of our study is to investigate the effect of the number of professionally active physicians and nurses on total health expenditures. In this context, the literature was reviewed. In our study, panel data analysis was used as a method. Data from Turkey, Germany, France and the USA between 2000 and 2020 were used. As a result of the study, it was determined that the number of active nurses affected the total health expenditures positively, while there was no significant effect between the number of active physicians and total health expenditures. The results of the study in terms of the effect on health expenditures, in line with the current state of the health system, that is, the excess of physician workload disproportionately with the growth, and the differences in the effects of the health services provided by the physicians on the health expenditures, support the lack of a relationship between the number of active physicians and health expenditures.
