THE INFLUENCES OF THE OTTOMAN STATE ON THE IRAQ ADMINISTRATION

Abstract

Local governments are the closest administrative units to the public. Before these administrations were organized in the modern sense in 1982, there were those who provided communication and bonded between the public and administration in the Ottoman Period. These; guilds, ayans and city kethüdas. After the Ottoman annexed Northern Iraq, they implemented their own adminisrative approach. Iraq came under Ottoman rule in 1515. However, with the Irakeyn Campaign organized by Kanuni, he really joined the Ottoman lands. The Ottomans hosted Iraq for about 400 years. In this process, since Iraq was under the sovereignty of the Ottoman Empire, its adminisrative structure also changed from time to time. The Iraqi region is divided into three provinces: Mosul, Baghdad and Basra. Mosul was a province attached to Istanbul untill 1878. As long as these provinces were in the Ottoman Empire, they were both influenced by the Ottoman culture and adopted the Ottoman political structure. The land reforms and administrative regulations implemented by the Ottoman State are also the points that the Iraqi Satate was affected. Accordingly, when we look at the constitutional arrangements and administration of the Modern Iraqi State, we come across the traces of the Ottoman Empire. If we look at the administrative structure of Iraq, its history begins with the arrangements made by Midhat Pasha as the Governor of Iraq in the Ottoman Period. After Mithat Pasha started his governorship, he ruled Iraq in accordance with the 1864 Provincial Regulations. Thus, Iraq met the local administration for the first time. In this study, by referring to the local administrative structure of the Ottoman Empire; At this point, it will be examined how Iraq was governed and whether they remained attached to the admistrative to the adminisrative structure of the Ottoman Empire after the establishment of Modern Iraq.
