YAPAY ZEKÂ VE YENI EMPERYALIZM: DIJITAL ARAÇLARIN JEOPOLITIK GÜÇ MIMARISI İÇINDEKI YERI

Öz

Bu makale, yapay zekâ ve dijital teknolojilerin çağdaş jeopolitik yapılar üzerindeki etkisini "yeni emperyalizm" bağlamında incelemektedir. Birinci bölümde dijital teknolojilerin yükselişinin klasik imparatorluk siyasetine nasıl dönüştürücü bir etki yaptığı analiz edilmektedir. Bu bağlamda teknolojinin yalnızca ekonomik ve askeri bir güç aracı değil, aynı zamanda kültürel ve ideolojik denetim mekanizması olarak da rol oynadığı vurgulanmaktadır. Makalenin ikinci bölümünde ise yapay zekâ teknolojilerinin uluslararası güç ilişkilerinde kurumsal hegemonya oluşturma potansiyeli değerlendirilmiştir. Bu çerçevede, ABD ve Çin gibi teknoloji devlerinin yapay zekâ gelişimindeki rolleri ve dijital altyapı üzerindeki kontrolün küresel güç dengelerini nasıl etkilediği bağlamsal olarak ele alınmaktadır.
Araştırmada karşılaştırmalı analiz, jeopolitik söylem analizi ve teknolojik güç modellerinin kurumsal düzeyde incelenmesi gibi metodolojik yaklaşımlar kullanılmıştır. Makalenin özgünlüğü, yapay zekâya dayalı dijital hegemonyanın yalnızca teknik ve ekonomik alanlarla sınırlı kalmayıp, aynı zamanda siyasal, hukuksal ve epistemolojik alanlarda da yeni güç mimarileri oluşturduğunu ileri sürmesidir. Bu yaklaşım, dijital emperyalizm kavramının stratejik ve kuramsal sınırlarını genişleterek çağdaş güç ilişkilerine yeni bir perspektif sunmaktadır.

ARTIFICIAL INTELLIGENCE AND NEW IMPERIALISM: THE ROLE OF DIGITAL TOOLS IN THE GEOPOLITICAL ARCHITECTURE OF POWER

Öz

This article explores the impact of artificial intelligence and digital technologies on contemporary geopolitical structures within the framework of "new imperialism." The first section analyzes how the rise of digital technologies has transformed classical imperial strategies. In this context, technology is emphasized not only as a tool of economic and military power but also as an instrument of cultural and ideological control. The second section evaluates the institutional potential of artificial intelligence technologies to shape global hegemonic structures. It examines how major technological powers such as the United States and China influence the development of AI and how control over digital infrastructure is reshaping the global balance of power.
The study employs a methodological framework that includes comparative analysis, geopolitical discourse analysis, and institutional examination of technological power models. The article’s originality lies in its argument that AI-driven digital hegemony extends beyond technical and economic domains, creating new architectures of power in political, legal, and epistemological spheres. This perspective broadens the strategic and theoretical boundaries of the digital imperialism concept, offering a novel understanding of contemporary power relations
