: Sovereignty is a concept that has been debated for ages with different dimensions. The underlying question here is based on the issue, 'to whom sovereignty belongs'. In Islamic culture it is doubtless that Creative-Existent Sovereignty belongs to Allah. The central issue here is whether God has endowed man with sovereignty or not. Man, so as to be regarded as responsible being, has to have sovereignty. Otherwise, such concepts as 'responsibility' and 'accountability' would mean nothing. God created each individual as sovereign and demanded that he should practise his sovereignty rightly. Offering solutions to man, God has guided and led mankind. Man's responsibility is that he should be conscious of his role that God has designated man as sovereign on earth, thereby producing goods and offering services in the best way. This study aims at putting forward that man is the sheer political sovereignty on earth.
