Security and Ethnic Structure in Iran: The Beluches' Impact on Security

This study analyses the role of the Baluch community in the context of Iran's security policies and the threat perception and risks it poses to Iran. Iran's security approach is shaped at the global, regional and national levels; at the global level, Iran's rivalry with the US and the Western world, and at the regional level, Iran's relations with Turkey, Saudi Arabia and Israel, the main states in the Middle East, are decisive. At the national level, especially armed minority movements constitute an important security problem for the Tehran administration. The sociological foundations of these armed groups are based on the minority structure of Iran. In this context, the most important minorities in Iran are undoubtedly the Kurds and the Baluch. Indeed, the long-standing Kurdish uprisings and the attacks of PJAK, the Iranian branch of the PKK terrorist organisation, reveal the importance of this threat. On the other hand, one of the most remarkable threats for Tehran is the Jundullah organisation, whose sociological base is based on the Baluch, a people living in the southeast of the country, and which is recognised as a terrorist organisation by Tehran. This study analyses the security risks and situation posed by this minority group for Iran. In this framework, a projection regarding the Baluchs will be put forward through the social and political effects.
