Son on yılda, artık tanınan VUCA kısaltmasıyla özetlenen değişkenlik, belirsizlik, karmaşıklık ve belirsizlik kelime dağarcığı askeri doktrinden yönetim söylemine ve kamu politikası tartışmalarına geçti (Bennet & Lemoine, 2014). General Vincent Desportes, özellikle Décider dans l'incertitude (Desportes, 2008) ve daha yakın zamanda Entrer en stratégie (Desportes, 2019) ile Fransızca konuşulan dünyada bu tartışmayı şekillendiren kilit figürlerden biridir. Bu son kitapta, istikrarsız ortamlar ve uzun vadeli vizyonun aşınmasıyla karşı karşıya kalan memurlara, kamu görevlilerine ve şirket liderlerine hitap ediyor. Desportes, başka bir planlama teknikleri kılavuzu sunmak yerine, sürtünme, sürpriz ve diğer aktörlerin özgürlüğünün ortadan kaldırılamayacağı durumlarda stratejik bir düşünce ve hareket etme biçimi öneriyor. Bu derleme, geleneksel bir kitap incelemesi ile bir inceleme denemesi arasında ara bir konumda yer alıyor: hem Entrer en stratégie'nin potansiyel okuyucular için katkısını değerlendiriyor hem de kitabı VUCA bağlamında strateji, belirsizlik ve karar alma üzerine daha geniş tartışmalara dahil etmek için bir mercek olarak kullanıyor. Analiz öncelikle yorumlayıcı ve kavramsaldır; çağdaş kuruluşların geliştirmesi gereken stratejik duruş türüne dair ılımlı bir normatif geçiş içerir. Entrer en stratégie'nin temel iddialarını özetler, literatür ve seçilmiş uluslararası strateji literatürünün yönlerini konumlandırır ve Desportes'in yaklaşımının güçlü yönlerini ve sınırlarını eleştirel bir şekilde değerlendirir. Öncelikle strateji alanında akademisyenlere ve ileri düzey öğrencilere ile kamu yönetimi, savunma ve kurumsal yönetişim alanlarında yalnızca operasyonel rehberlik yerine kavramsal temelli uzmanlara hitap etmektedir.

Introduction to Strategy

Öz

Over the last decade, the vocabulary of volatility, uncertainty, complexity and ambiguity – summarized in the now familiar acronym VUCA – has migrated from military doctrine to management discourse and public policy debates (Bennet & Lemoine, 2014). General Vincent Desportes is one of the key figures who has shaped this conversation in the French-speaking world, notably through Décider dans l'incertitude (Desportes, 2008) and, more recently, Entrer en stratégie (Desportes, 2019). In this latter book, he addresses officers, public officials and corporate leaders confronted with unstable environments and the erosion of long-term vision. Rather than offering another manual of planning techniques, Desportes proposes a way of thinking and acting strategically in situations where friction, surprise and the freedom of other actors cannot be eliminated. This review occupies an intermediate position between a conventional book review and a review essay: it both evaluates the contribution of Entrer en stratégie for prospective readers and uses the book as a lens to engage broader debates on strategy, uncertainty and decision-making in VUCA contexts. The analysis is primarily interpretive and conceptual, with a moderate normative inflection regarding the kind of strategic posture contemporary organisations should cultivate. It outlines the main claims of Entrer en stratégie, situates literature and selected strands of international strategy literature, and critically assesses the strengths and limits of Desportes' approach is addressed primarily to scholars and advanced students of strategy, as well as practitioners in public administration, defence and corporate governance who seek conceptually grounded rather than purely operational guidance.
