Crisis Management and Strategic Autonomy in Turkish Foreign Policy: A Constructivist Analysis of the 1963-1964 Cyprus Crisis
Öz
This study examines Türkiye’s crisis management practices and its pursuit of strategic autonomy during the 1963-1964 Cyprus Crisis through a conventional constructivist framework centered on identity and norm construction. Employing discourse analysis and historical interpretivism, the article conceptualizes this crisis-unfolding under the structural constraints of the early Cold War détente-not merely as a military or diplomatic dispute, but as a normative identity-building process. Focusing on the diplomatic discourse of Prime Minister İsmet İnönü, who embodied the foundational and rational statecraft of the Republic, the analysis investigates how Turkish foreign policy evolved from the maximalist ‘Taksim’ thesis of the 1950s to a legally grounded ‘guarantorship’ norm. Through this evolution, Ankara constructed a narrative of strategic autonomy against the hierarchical dictates of the Western alliance. The findings demonstrate that leadership discourse, functioning as a ‘norm entrepreneur,’ exerts a constitutive impact on foreign policy identity, thereby empirically revealing the core structural dynamics of Türkiye’s transformation into an autonomous diplomatic actor.
