Türkiye’de Savunma Harcamaları ile Araştırma ve Geliştirme (AR-GE) Harcamalarının İktisadi Büyümeye Etkisinin Kısa ve Uzun Dönemli Analizi

Öz

Günümüz politika yapıcılarının en temel hedefleri içerisinde istikrarlı bir iktisadi büyüme trendini yakalamak vardır. Bu büyüme trendini yakalayabilmek için ise farklı dönemlerde farklı araçlar kullanılmıştır. Bu özellikle 1950’li yıllarla birlikte teknolojik ilerlemelerin iktisadi büyüme üzerindeki etkilerinin tespiti dikkatlerin bu alana kaymasına yol açmıştır. Teknolojik ilerlemelerin gerçekleşmesinin ardında yatan güç ise AR-GE faaliyetleridir. AR-GE faaliyetlerinin geçmişine bakıldığında ortaya çıkmasına zemin hazırlayan sektörün savunma sektörü olduğu görülmektedir. Bu çalışmada Türkiye’nin savunma harcamaları ile AR-GE harcamalarının iktisadi büyüme üzerindeki etkilerinin incelenmesi amaçlanmıştır. Bu amaç doğrultusunda Türkiye’nin 1990-2017 dönemi için savunma harcamaları, AR-GE harcamaları ve GSYIH değişkenlerine ait veriler kullanılarak yapısal kırılmalı Otoregresif Gecikmesi Dağıtılmış Modeline (ARDL) dayalı Sınır Testi yapılmış ve değişkenler arasındaki ilişkiler tahmin edilmeye çalışılmıştır. Yapılan analiz sonucunda kısa dönemde savunma harcamalarında görülen %1’lik bir artış iktisadi büyümeyi yaklaşık %0,1, uzun dönemde ise %0,08 oranında azaltmaktadır. Ayrıca AR-GE harcamalarında kısa dönemde meydana gelen %1’lik bir artış iktisadi büyümeyi %0,87 kadar, uzun dönemde ise %2 civarında artırdığı tespit edilmiştir.

Short-Term and Long-Term Analysis of The Impact of Defence Spending and Research and Development (R&D) Spending on Economic Growth in Turkey

Öz

One of the main objectives of today's policy-makers is to catch the trend of steady economic growth. In order to achieve this growth, different tools have been used in different periods. The attention has shifted to this area in the 1950s in line with the determination of the effects of technological advances on economic growth in particular. The underlying force behind technological advances is R&D activities. When we look at the history of R&D activities, we see that the defence industry is what sets the ground for R&D. This study aims to investigate the effects of Turkey's defence spending and R&D spending on economic growth. For this purpose, Bounds Testing based on the structural break Autoregressive Distributed-Lag Model (ARDL) was performed using data on defence spending, R&D spending and GDP variables for the period 1990-2017 in Turkey, and the relationships between variables were estimated. As a result of the analysis, it was found that a 1% increase in defence spending in the short term reduced economic growth by approximately 0.1%, and 0.08% in the long term. In addition, while a 1% increase in R&D spending increased economic growth by 0.87% in the short term and 2% in the long term.
