Öz

Savunma planlamacıların temel görevi, belirli stratejik amaç ve politik tehditler altında, insan ve malzeme kaynaklarını organize etme ve yönetmeyi dengelemek için gerekli kapasiteleri sağlamaktır. hedeflenmektedir. Bugüne kadar yapılan araştırma ve çalışmalarda, kaynak sıkıntısı olmadan planlamaya başlanmış ve önceliklendirme safhasında bütçe kısıtı devreye girmiştir. Savunmanın ağırlığını ekonomilerinde hafife alınmayacak derecede hisseden ülkelerde, savunma planlamasının ekonomik etkileri, araştırmacılar için gündemden düşmeyen bir çalışma alanı olmuştur. Artan savunma maliyetleri, değişen tehdit ortamı ve uluslararası iş birlikleri savunma harcamalarını artıran başlıca sebepler arasında sayılmaktadır. Toplumun refahından ödün verilerek ayrılan savunma harcamaları bu çalışmanın da odağını teşkil etmektedir. Bu çerçevede savunma planlama anlayışındaki değişikliklerin savunma harcamalarına, dolayısıyla ekonomiye etkisi araştırılmış ve ayrıca savunma planlamacılarına holistik bir bakış açısı sunulmaya çalışılmıştır
