Signboard Bans: A Discriminatory Exercise Applied to Syrians under the Claim of Visual Pollution
Abstract
Signage plays a crucial role in enhancing the visibility of businesses and facilitating customer access. However, one of the issues arising from signage is visual pollution. Addressing this form of pollution falls under the responsibilities of relevant public institutions and organizations, primarily municipalities. Following the local elections in Turkey on March 31, 2024, the prominence of signage in public discourse has been notably influenced by discriminatory attitudes towards Syrians. It has been observed that some municipalities have employed their regulatory powers over signage as a component of policy directed at Syrian immigrants. According to Turkish legislation, the authority to regulate signage rests with municipalities. Some municipalities have exercised this authority to ban Arabic texts on signs. Such practices are not aimed at combating visual pollution caused by signage but are part of a discriminatory policy against immigrants. This approach has led to the prohibition of Arabic signs, the imposition of administrative fines, the closure of businesses, and ultimately aims to cause discomfort among immigrants, prompting them to relocate. The misuse of municipal authority over signage to implement discriminatory policies must be prevented. This has highlighted the need for regulatory reforms regarding signage. This study focuses on the necessity of such reforms and proposes various recommendations.
