Göçmen Şehri Sakarya’nın Yeni Ötekileri Suriyelilere Yönelik Bakışı Üzerine Bir İnceleme

Due to the extension of the civil war in Syria, the number of Syrians in our country has increased and their visibility in the cities has increased. The increasing contact with the Turkish society and the negative perspective of the rights of Syrians and the public policies towards them, both in the media and by politicians, have negatively affected the opinions and attitudes of the society towards Syrians. In this direction, the subject of this study is to question the views of the people of Sakarya, in other words, the “recently settled former immigrants” and the “natives” of the city, where people of many ethnic origins live together, towards the new “immigrants” of the city, the Syrians, and their attitudes towards the rights and public policies provided to them. The study is based on interviews with 33 participants through snowball sampling. The main findings of the study are that the needy Syrian immigrants should be identified and only those Syrians should be given assistance in terms of financial aid, free use of health services, and educational scholarships. Although the employment of Syrians is supported as it will lead to a decrease in the reserve, it is believed that it will increase the unemployment problem in the country.

Suriye’deki iç savaşın uzamasıyla ülkemizdeki Suriyeli sayısı yükselmiş ve şehirlerdeki görünürlükleri artmıştır. Türk toplumuyla artan temas ve Suriyelilerin sahip olduğu haklar ve onlara yönelik uygulanan kamu politikalarının hem medyada hem de siyasetçiler tarafından olumsuz bir perspektifle dile getirilmesi toplumun Suriyelilerle ilgili fikir ve tutumlarını negatif yönde etkilemiştir. Bu doğrultuda çok sayıda etnik kökenli kişinin bir arada yaşadığı Sakarya halkının bir başka deyişle “yerleşik hale gelmiş yakın dönem eski göçmenleri” ile “yerlilerinin” şehrin yeni “göçmenleri” Suriyelilere yönelik düşünceleri ile onlara sağlanan hak ve kamu politikalarına dair tutumlarının sorgulanması bu çalışmanın konusunu oluşturmaktadır. Nitel araştırma olarak kurgulanan çalışmada kartopu örnekleme ile belirlenen 33 kişi ile mülakat yapılmıştır. Çalışmanın temel bulguları arasında Suriyelilere nakdi yardım yapılması, sağlık hizmetlerinden ücretsiz yararlanılması ve öğrenim bursu gibi konularda sadece ihtiyaç sahiplerinin faydalanması gibi başlıklar öne çıkmaktadır. Suriyelilerin çalışması yardımların azalmasına yol açacağı için desteklense de aynı zamanda ülkedeki işsizlik sorununu artıracağı düşünülmektedir.
