GEÇİŞ EKONOMİLERİNDE BÖLGELER ARASI DENGESİZLİKLER: BİR NEDEN OLARAK PİYASA EKONOMİSİ

Öz

Bu çalışmada, Sovyetler Birliğinin dağılmasından sonra plânlı ekonomiden serbest piyasa ekonomisine geçen ülkelerdeki Geçiş Ekonomileri bölgesel eşitsizlik sorunu tartışılmıştır. Serbest piyasa ekonomisinin bölgesel dengesizliklere etkisi ilgili teoriler çerçevesinde araştırılmış ve serbest piyasa ekonomisine yönelik reformlar uygulayan ülkelerin bölgesel eşitsizliklere ilişkin deneyimlerine değinilmiştir. Bu amaçla Doğu Avrupa Ülkeleri ve Orta Asya Ülkeleri gibi eski merkezî plânlı ekonomilerin yanı sıra, Çin Halk Cumhuriyeti ve Hindistan gibi son yıllarda liberal politikalar uygulayan ülkelerdeki bölgesel eşitsizlik sorunları da irdelenmiştir. Plânlı ekonomiden piyasa ekonomisine geçiş sürecinin kısa dönemde mevcut eşitsizlikleri artırdığı; ancak uzun dönemde bu eşitsizliklerin ülke koşullarına bağlı olarak azalabileceği sonucuna varılmıştır

UNBALANCEDNESSES AMONG REGIONS IN TRANSITION ECONOMIES: MARKET ECONOMIES AS A REASON

Öz

In this study, the regional inequality problem in the ex-Soviet Union countries as named Transition Economies has been investigated. The effects of free market rules on regional imbalances have been examined by considering the countries that are in a transition from planned economy to market economy in the framework of related theories. In addition to countries in the East Europe and Central Asia, regional problems in countries which put liberal policies into practise such as China and India have been mentioned. Consequently, the transition process from centrally planned economy to free market economy can increase regional inequalities in the short-run, but these inequalities can decrease in the long-run depending on special conditions of countries
