Sermayenin serbest dola §lllll gibi ~ok derin ekonomik etkileri olan bir hedefin Toplulugun kurucu Antla§masmda yer almasmm nedeni, Toplulugun giimriik birliginin tamamlanmasmdan sonra ula§may1 ama~ladigi bir biitiinle§me diizeyi olan Ortak Pazar'm mallarm, ki§ilerin, hizmetlerin yanmda sermayenin de serbest dola §Immi kapsamas1 ger~egiydi.
