Öz

Bu çalışma, 2016 Türkiye-AB Göç Mutabakatı’nın Türkiye’deki iç siyasal tartışmalar bağlamında nasıl ele alındığını incelemektedir. Çalışmada, mutabakatın göçü ve göçmenleri dış politikada tavizler elde etmek amacıyla zorlayıcı göç mühendisliği (Coercive Engineered Migration) stratejisinin bir unsuru haline getirmesinin, Türkiye Büyük Millet Meclisi’nde nasıl çerçevelendirildiği ve tartışıldığı analiz edilmektedir. Yöntem olarak 2016-2024 yılları arasında TBMM Genel Kurul tutanakları ve milletvekilleri tarafından sunulan yazılı soru önergeleri üzerinde nitel içerik ve çerçeveleme analizi uygulanmıştır. Bulgular, göçün dış politikada bir baskı unsuru olarak kullanılmasının, göçmen hakları gibi insani bir meseleyi iç politik kutuplaşma ve siyasal uzlaşmazlığın bir parçası haline getirdiğini ortaya koymaktadır.

AN ANALYSIS OF TURKISH GRAND NATIONAL ASSEMBLY DEBATES ON THE TURKEY-EU STATEMENT ON MIGRATION

Öz

This study explores how the 2016 Turkey-EU Statement on Migration has been discussed and contested within the framework of domestic political debates in Turkey. It examines the ways in which the agreement transformed migration and migrants into a component of a coercive engineered migration strategy, which was employed to extract concessions in foreign policy, and how this has been framed in debates within the Turkish Grand National Assembly. Methodologically, the study employs qualitative content and framing analysis of plenary proceedings and written parliamentary questions submitted by MPs between 2016 and 2024. The findings indicate that the instrumentalization of migration as a coercive tool in foreign policy has reframed a humanitarian issue, namely refugee rights, into a source of domestic political polarization and contention.
